The purpose of this position is to serve as a principal policy advisor to the Under Secretary (International Affairs), the Assistant Secretary (International Affairs), and the Deputy Assistant Secretary (International Financial Stability and Regulation) on: (a) international banking and capital market policy issues that affect U.S. interests, (b)"treatment of U.S. financial institutions in foreign markets, and (c) policy issues in the treatment accorded foreign banking institutions in U.S. markets.

1. Develops United States policy the area of international banking and securities markets activities.
2. Advises top-level Treasury Department officials on legislative proposals, Congressional testimony, and administrative actions on issues relating to the role of the banking system and capital markets in the functioning of the international monetary system. The incumbent's resulting analysis, policy advice and recommendations require the incumbent to develop new international economic and financial hypotheses, concepts, and techniques

Participates in Federal interagency, international, and private sector discussions involving decisions on policies, objectives, strategy, and tactics on international financial policy matters arising from: (a) developments in international banking and capital markets; (b) U.S. relations with other countries and international organizations; and (c) regulatory practices of both the United States and foreign countries affecting international capital flows.
4. Prepares in-depth analyses relevant to international policies and practices of US. banks and their regulatory authorities and the impact of their activities on the operation of the international monetary system.
5. Participates in formulating and implementing policies and programs of the U.S. Government on international capital markets; and, the U.S. position in the OECD's Committees on Financial Markets, the G-10 and other relevant force.
6. Monitors policies and programs of the international banking community and their implications for the Administration's goals and objectives credit worthiness.
7. Develops authoritative reports, memoranda, briefings, and speeches setting forth Treasury’s positions on international banking, international financial stability, and capital market policy issues.
8. Serves as the staff level focal point for liaison with (1) U.S. banks, the Federal Reserve System, the office of the Comptroller of the Currency, the International Monetary Fund (IMF), and other U.S. departments and agencies on international bank lending activities problems and policies; and (2) the U.S. securities industry and federal securities and commodity futures regulators.
9. Directs the Office of International Banking and Securities Markets. Carries the office's managerial, supervisory, and administrative functions. These include: (a) supervising work; (b) evaluating employee performance; (c) recommendation of promotions and disciplinary actions; (d) career development; and (e) recruitment and initial evaluation of applicants for professional economist and support positions.
10. Participates with the Assistant Secretary and Deputy Assistant Secretary as a principal policy advisor regarding efforts and objectives designed to meet the goals and priorities of the Treasury through assisting in the development and management of selected policy positions and initiatives on international financial regulatory issues before the Financial Stability Board (FSB)and briefing and otherwise preparing senior Treasury officials for their representational activities at the FSB. Lead IA staff’s work on Treasury’s strategic management of all aspects of U.S. relations with the FSB, with a particular focus on bank resolution and shadow banking. Represent Treasury internationally, inter alia, on some FSB Standing Committees, the Regional Consultative Group, and the Resolution Steering Group as well as chair the FSB's workstream on "other shadow banking entities."
11. Oversee IA’s work on securities markets policies and our bilateral regulatory dialogues (with Europe, China, India, and NAFTA), and work closely with regional offices to ensure that financial sector policy analysis and advice are supporting Treasury's macroeconomic policy objectives.
