Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Duties

Help

The successful selectee will perform the following duties:

  • You will act as the advisor and consultant to the Business and Strategic Planning Officer on Business policy matters and management efforts.
  • You will coordinate and direct all of SRF-JRMC business matters related to non-nuclear work, including coordination with work aboard nuclear ships and programs.
  • You will manage and supervise the SRF-JRMC Business and Strategic Planning Office organizational units.
  • You will conduct and facilitate conferences, and other meetings with representatives from the various major SFR-JRMC customers.
  • You will review Plans of Actions and Milestones (POA&Ms) against accomplishment relative to funds available, expenditure rates and shop/code cost performance.
  • You will advise on the selection of subordinate supervisory positions, and provide higher level of review of work accomplished by the employees in all subordinate branches.
  • You will be responsible to actively support and promote all aspects of the Equal Employment Opportunity (EEO) Program and Affirmative Action Plan, as directed by applicable laws and regulations.

Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

This is an Emergency-Essential (E-E) position. In the event of a crisis situation or war, the selectee must continue to perform assigned duties to support mission requirements until relieved by proper authority. Selectee must sign a DD 2365 (DoD Civilian employee overseas E-E position agreement) and must be removed from his/her military recall status if alternatives for filling the position during an emergency are not available.

Selectee will be required to successfully complete a pre-appointment physical examination.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Work requires occasional travel.

Relocation and Recruitment incentives are authorized.

The work is mostly sedentary although walking and and stair climbing is involved as well as occasional shipboard visits. The incumbent will be required to periodically visit ships and other commands for the purpose of observing, directing, and/or reporting status regarding the execution of maintenance. Occasional off-station travel is required.

The work is performed in an office environment. Selectee may be assigned to work areas where certain potentially harmful physical and chemical agents are present. These agents may include, but are not limited to fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: directing and supervising the business efforts (such as: cost control, quality oversight, milestone management, contract strategies and coordination/integration of all products and services to support the workforce supervised) for the overhaul, repair, modernization, and testing of all non-nuclear ship systems.

Additional information

For those applicants located outside of the commuting area, a service agreement may be negotiated in accordance with the Joint Travel Regulation and applicable Department of the Navy policies.

Tour of duty will be 36 months.

Civilian employment in the competitive service in foreign areas shall be limited to a period of 5 continuous years unless interrupted by at least 2 years of physical presence in the United States or non-foreign area.

Pay retention will be granted to the selectee recruited outside the area who accepts a downgrade when there is no step in the lower grade that equals or exceeds his/her current rate of basic pay.
