This position is located in the Energy Management Systems (TTSE) organization of Application Services, Transmission Technology Services, Transmission Services, Bonneville Power Administration (BPA). TTSE provides life-cycle support for Energy Management Systems (EMS) used in support of BPA’s Control Centers. This includes engineering, design, operations and maintenance support and technical leadership for systems such as Supervisory Control and Data Acquisition (SCADA), Automatic Generation Control (AGC), on-line power flow and state estimation, systems which provide real-time operational data and dispatcher training environments which simulate the real world. Responsibility also includes applicable cyber security functions and supplemental project support. This position provides support for mission critical and mission essential transmission grid operations, 24x7, real-time control systems, data acquisition systems and Dispatcher decision-making support systems.
A successful candidate in this position will serve as the technical specialist responsible for assigned elements of Energy Management Systems and applications to provide expert advice to senior colleqgues and BPA officials responsible for broad program operations. The incumbent is responsible for the preventive, corrective and emergency maintenance of the Supervisory Control and Data Acquisition at the control center which allows monitoring and control of substation and transmission line components. The incubments provides support to the Automatic Generation Control systems to control generation on the power system to maintain frequency and stability.

GS-11: You must have one year of specialized experience equivalent to the next lower grade (GS-09). Specialized experience is defined as: Experience applying professional electrical engineering knowledge, principles, and practices to solve problems related to the development or maintenance and operation of software applications and the analysis of electric circuits. This experience should have included: performing assignments in which complex features occur infrequently or in isolated, single units; making minor deviations to previous work; investigating a limited number of variables; carrying out experiments in accordance with approaches which have been structured by others; planning project details on the basis of precedents established in related projects; recommending methods of standardized analysis as a basis for solving problems; and/or making only minor adaptations or modifications to well-established methods and techniques.
You may substitute education for specialized experience as follows:
GS-12: You must have one year of specialized experience equivalent to the next lower grade (GS-11). Specialized Experience is defined as: Experience planning and conducting professional electrical engineering studies, analyses, and tests to solve problems related to the design, development, maintenance and operation of software applications and the analysis of electric circuits. This experience should have included: performing assignments that involve combinations of complex features; planning and conducting work for which precedent data, criteria, methods, or techniques are inadequate in some respects, or contain narrow gaps; and/or completing work where the purpose is to improve, extend, or validate currently known precedents, data, methods, or techniques.
There is no substitution of education for experience at the GS-12 level; you must meet the experience requirements.

How to combine education and experience to meet the specialized experience requirements (GS-11 grade level):
One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated.
To compute the percentages: (1) divide the total months of qualifying specialized experience by 12; then (2) divide qualifying completed graduate education by the total number of credit hours required by the school (for one academic year of full-time study) or by 18; and lastly (3) add the two percentages together. The total percentage must equal at least 100 percent to qualify. For example, 6 months of specialized experience meets 50% of the experience requirement (6 ÷ 12); 9 semester hours of qualifying graduate level education meets 50% of the education requirement (9 ÷ 18); when combined the percentages total 100%.
