The mission of the Fleet and Family Readiness (FFR) Programs team is to maximize the physical, emotional and social development of the Navy family. FFR enables a ready Navy force through its Fleet Readiness, Family Readiness and Housing Programs. We service all non-appropriated fund (NAF) employees who work for Morale, Welfare and Recreation (MWR), Navy Gateway Inns & Suites (NGIS) and Bachelor Housing (BH) throughout the Fleet and Family Readiness Program for the Naval District Washington (NDW) Region.

Serves as Regional Emergency Management/Individual Deployment Support Services (IDSS) subject matter expert. Develops operational plans in compliance with current Navy policy and Emergency Management/ IDSS training.
Coordinates and ensures the delivery of emergency support to FFSCs and military personnel and their families residing throughout the Region before, during, and after emergency events.
Monitors, assists, and provides program guidance to installation FFSC Site Directors on mass care exercise planning, execution and case management to ensure compliance with current Department of Defense (DoD)/Navy policy.
Provides recovery feedback and information to regional leadership regarding family needs, services, trends, and resources to include conducting a mass care gap analysis after each incident.
Serves as the FFSP disaster planning and FFSP program subject matter expert and representative while participating on the Regional Crisis Action Team (CAT).
Develops disaster support contingency plans ensuring FFSCs are providing the support necessary during CNIC-, Region-, and Installation-specific exercise training events.
Ensures the coordination, training and execution of Emergency Family Assistance Centers (EFAC), including monitoring procedures for periodic review and updates.
Develops, issues, and maintains Standard Operating Procedures (SOPs), Instructions, Desk Guides, and other documents as they pertain to Emergency Response, and ensures compliances within the Region.
Ensures the execution of NFAAS IA family case management and deployment support within the region to include effective marketing of information and referral resources to families affected.
Ensures all Individual Deployment Support Specialists are familiar with DoD and military community information, deployment support and referral resources.
Implements or maintains ongoing quality assurance. Makes improvements, solves problems, and takes corrective action when problems arise.
Develops and reports estimates of budget requirements to leadership.
Attends periodic DoD, CNIC, and regional training, meetings, and working groups.
Prepares briefings, reports, data analysis and captures lessons learned and best practices; and identifies policy/procedural issues within area of responsibility to make policy/procedural recommendations to increase response/efficiency/effectiveness.
Allocates government resources and personnel regarding Emergency Response for identifying training needs, directing and providing NFAAS training as needed to installation FFSC Emergency Case Management /IDSSs in response to audit results.
During disaster responses, the incumbent may be mobilized to the Regional Operations Center (ROC) to serve as the FFSP primary point of contact (POC) for emergency response coordination, planning, execution, and reporting.
Coordinates and collaborates with the regional N3 Emergency Management POCs regarding system-wide emergency preparedness plans/programs. These include regional, CNIC and installation exercises, and real world events.
Oversees the implementation of FFSP disaster response plans in the event of actual situations requiring humanitarian response with the goal of returning Navy personnel and families to a stable environment and mission readiness. Produces recurring reports and responds to associated taskers.
Provides oversight of installation FFSP Emergency Response programs.
Initiates and maintains liaison with military, regional, installation and community emergency support organizations to analyze their procedures in order to develop internal complimentary response plans compatible with, but not limited to, the following organizations: Housing, Morale Welfare and Recreation (MWR), Legal, Red Cross, Navy-Marine Corps Relief Society (NMCRS), Casualty Assistance, Chaplains, Regional/local Emergency Management Offices, Training Teams, Salvation Army, and Federal Emergency Management Agency (FEMA).
Provides specialized training to installations on management goals and objectives as well as changes in regulations, policies, and procedures for Emergency Management FFSP support.
Attends DoD, CNIC, and regional N3/N9 and Training working groups for policy and procedure development in areas associated with emergency management.
Develops and implements training protocol in support of the CAT providing FFSP resources so that each contributor in the ROC is aware of the level of FFSC support.
Coordinates with Command Individual Augmentee Coordinators (CIACs) on IA contact information, FFSC sponsored IA briefing schedules, and other services to support IA Sailors and their families.
Conducts briefings on IA Deployment Support, as directed.
Knowledge and understanding of requirements and operations of DoD and DON Emergency Family Assistance, Mass Care Programs, NFAAS IA family and emergency case management, and the Navy Repatriation Program.
Knowledge of emergency management concepts, processes, and procedures.
Knowledge of the emergency management policies and procedures of multiple federal agencies, state and local governments, in addition to those of the DoD.
Knowledge of military family programs in a military organization, center, administration, policies/procedures, and practices in conducting day-to-day operations.
Knowledge of deployment support as it relates to IA case management and emergency management.
Knowledge of military systems, communities, and resources available to members, civilians, family members, and contractors.
Ability to develop and report estimates of budget requirements.
Knowledge of Federal and agency regulations; knowledge of the specific organization’s programs and missions, as well as knowledge of pertinent laws, regulations and policies related to program/operations area to consider their impact on programs.
Knowledge of qualitative and quantitative techniques in the development of new procedures and approaches to identify and resolve significant issues and problems of a unique nature.
Ability to adapt to changing working conditions and frequent interruptions involving frequent pressures of short deadlines.
Ability to formulate plans of action and milestones for accomplishment of tasks and perform a number of concurrent tasks, setting priorities and coordinating completion within required deadlines.
Ability to develop, implement, and deliver training.
Ability to maintain constant awareness of barriers impeding mission accomplishment.
Skill in analyzing issues, identifying best course of action, determining potential impact on the organization, and recommending corrective actions.
