This position is located in the Department of Defense (DoD) Office of Inspector General (OIG), Special Plans and Operations (SPO) . SPO conducts evaluations of national security issues, evaluations related to congressional requests, and other evaluations of significant DoD programs and operations.

Duties

Help

Program Analyst - Performs inspections and evaluations of Department of Defense programs, functions, and missions related to Contingency plans and operations. Develops analysis, methodologies, and schedules; examines transactions and supporting documentation; and analyzes databases relevant to the project objectives and assigned tasks. Duties include:

  • Researching applicable laws, directives and other regulatory material to gain inspection knowledge.
  • Developing and contributing to inspection plans and performing inspection and evaluation work within the established guidelines
  • Producing comprehensive reports using inspection data collected.
  • Utilizing data to evaluate results and recommend solutions.
  • Developing drafts and final segments of inspection and evaluation reports.
  • Maintain security and accountability of classified information.
  • Developing plans and approaches for analysis and evaluations.
  • Conducting studies and evaluations.
  • Assigning and providing instructions, as appropriate, to team members; conducting training and reviewing work products.
  • Gathering data, reviewing documents, conducting site visits, and interviewing staff.
  • Documenting findings, preparing reports applying relevant procedures and protocols.
  • Providing and justifying recommendations and conclusions; defining corrective actions and defending or coordinating recommendations as required.
  • Researching relevant law, regulation and policy as criteria for evaluations and assessments.

This position is being filled using 5 U.S. Code subsection 3161 authority. This excepted service position is temporary and available for 24-months. This temporary position may be terminated early or extended beyond the 24-month period based upon incumbent performance and the needs of the OIG.

Contingency Operations employees will may be required to travel to contingency operations locations, such as Southwest Asia. Travel will generally be between 2-4 weeks, and may include benefits, such as danger pay, post differential, and overtime. Candidates must meet specific requirements set forth by the related Combatant Command, such as CENTCOM, to be qualified to travel.

  • Position has been designated as Non-Critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.
  • New Hires are required to submit to urinalysis to screen for illegal drug use prior to appointment and are subject to random drug testing for the duration of service with DoD OIG. Organizational entities within the DoD are not required to conduct drug testing for DoD civilian employees transferring or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.
  • U.S. Citizenship is required for this position.
  • Requires up to 25% of temporary duty (TOY) travel within the Continental United States (CONUS) and Outside of the Continental United States (OCONUS.)
  • Males born after 12/31/1959 must be registered for Selective Service

Qualifications

Knowledge Requirements/Skills for Program Analyst (343 series) position have:

  • Knowledge of the functions, processes, and principles of management (e.g., management practices, theories, and methodology of management) sufficient to organize and develop analysis or studies that will lead to improvement of overall operations.
  • Experience in communicating complex and technical information orally and in writing.
  • Experience communicating verbally and in writing with external and internal stakeholders. Examples of external stakeholders are audit or inspection clients. Internal stakeholder would be considered team members, supervisors, and upper management.
  • Skill in data collection and quantitative and qualitative analysis of data and information.
  • Skill and experience writing reports and documenting evidence. In this position you will be required to document meetings, document all analysis to include referencing supporting evidence, and write reports that comply with the Council of Inspectors General on Integrity and Efficiency (CIGIE) Inspection Standards.
  • Experience executing an audit, investigation, inspection, and/or examination. We would prefer experience conducting an audit in accordance with Generally Accepted Government Auditing Standards, or inspections in accordance with CIGIE Inspection Standards.
  • Experience working in a team of diverse individuals and contributing to a product that demonstrates how your individual role synchronized with the rest of the team's efforts.
  • Knowledge of and experience in conducting performance audits or inspections is required. Federal Inspector General or U.S. Government Accountability Office experience in audits or inspections is highly desirable.
  • Experience in interpersonal skills to meet and deal effectively with others at all levels of authority and exert a positive influence

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service. This experience includes the following: Regular work supporting or contributing to projects, program assessments or evaluations. Typical duties were researching policies, directives or regulations and extracting information for projects; preparing portions of draft project or assessment reports; and participating in staff interviews or onsite visits to gather information; AND Responsibility for conducting program reviews or assessments, or participating in teams performing such assessments. Typical duties were researching relevant law, regulations and policies, gathering data, reviewing documents, conducting site visits and interviewing staff; documenting findings and preparing reports; and developing draft recommendation and follow up plans.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service. This experience includes the following: Regular work supporting or contributing to project or program assessments or evaluations. Typical duties were researching policies, directives or regulations and extracting information for projects; preparing portions or draft project or assessment reports; and participating in staff interviews or site visits to gather information. AND Responsibility for conducting program reviews or assessments or participation in teams performing such assessments. Typical duties were researching relevant law, regulations and policies; gathering data, reviewing documents, conducting site visits and interviewing staff; documenting findings and preparing reports, developing draft recommendation and follow up plan; AND Regular work in assessment and evaluation of management and operating programs, including conducting assessments and evaluations, gathering and analyzing data, preparing reports and tracking corrective action.
