This position is located in the Fleet & Family Readiness (N9) Program Department of Navy Region Northwest.  The incumbent is responsible for the overall planning, initiation, management, administration and technical direction of comprehensive communications and marketing programs for F&FR (N9) Programs at Naval bases/installations assigned to and organized under Commander, Navy Region Northwest. Serves as the principal advisor on matters pertaining to communications and marketing policies and services. Responsible for initiating, directing, and implementing comprehensive marketing, public relations and sponsorship/ advertising sales initiatives.  Responsible for evaluating the effectiveness of marketing plans, strategies and communication programs as determined by customer response and overall success of programs.  Directs the overall management and coordination of a progressive, comprehensive and complex marketing and graphics division.  Directs management and coordination of electronic media including but not limited to websites, N9 marquees, social media networks, apps and electronic newsletters.  Continuously evaluates and reviews program and marketing campaign strategies.  Serves as the F&FR (N9) Regional/primary point of contact for outside organizations as it pertains to commercial sponsorship and advertising. Collaborates closely with CNIC and other region N9 marketing contacts. Responsible for establishing and executing budget for the F&FR (N9) Regional Marketing support office and supporting F&FR (N9) Business Plan objectives.  Provides for adequate staffing, effective training, guidance and supervision of 8-10 NF-3 specialists and technicians.

This position is subject to background check in accordance with federal regulations.  Must have or be able to obtain and maintain a valid State Drivers’ License.  Administrative work is primarily sedentary in nature. 

Qualifications

A bachelor’s degree from an accredited college or university with a course of study in marketing, marketing communications, business communications, or other related field is highly desirable.  Must have extensive experience in marketing, content management, or public affairs that demonstrates progressive knowledge of the communications & digital media industry and leadership capability.  Must have a high degree of proficiency with computer programs including desktop publishing, Power Point, Word, Excel, Access and similar business applications. Must have high proficiency in the management of website development, print industry processes, digital marketing and electronic media.  Must possess excellent written and verbal communication skills. Must be an experienced, positive leader and consensus builder.  Work is primarily sedentary and performed in an office setting. The incumbent is often required to travel within and outside the region to attend conferences, events, and meetings at all bases/installations within Navy Region Northwest to evaluate F&FR (N9) Marketing efforts and programs offered to patrons.  Dept of Navy experience preferred.
