Duties

Help

As a Budget Analyst at the GS-0560-12/13 some of your typical work assignments may include:

  • Performs a wide range of technical, administrative, and analytical duties connected with the formulation, justification, presentation, execution, and review of the Agency appropriations (Operations and Maintenance, Defense-Wide (O&M); Research, Development, Test and Evaluation, Defense-Wide (RDT&E); Former Soviet Union Threat Reduction (FSUTR)- also known as Cooperative Threat Reduction
    (CTR); Procurement, Defense-Wide (P,DW); and Military Construction (MILCON).
  • Provides oversight of and support for a full range of budget functions, applying an expert knowledge of budget and program principles, policies, procedures, concepts, standards, terminology, financial management, and business operation systems to execute assignments and projects, resolve issues, and provide financial analyses for the Section Financial Managers.
  • Participates in the formal quarterly execution review process by providing budget execution input and monitors the execution of Agency Directorate funds and reports the execution status to the applicable Program Manager, Deputy Joint Director, and Joint Director.
  • Establishes and maintains personal and automated contact with Program Managers and the applicable Deputy Joint Directors to provide for two-way flow of technical and programmatic data on all programs assigned.
  • Reviews and verifies fund availability for reprogramming and procurement transactions for assigned programs.

This is an Acquisition Workforce Position in the Business-Financial Management career field. The incumbent is required to become certified Level II in the applicable career field within 24 months, unless a Position Requirements waiver is approved to extend 24 months. The incumbent must obtain a minimum of 80 continuous learning points (CLPs for every 2 year CLP period, with a goal of at least 40 annually.

This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications:


Have one year of specialized experience, equivalent to the GS-11 in the Federal service or comparable in difficulty and responsibility to GS-11 if outside the Federal service. Specialized experience is defined as having comprehensive knowledge of the DoD PPBE and its associated cycles as well as experience in formulating and justifying budgets, analyzing budget submissions and financial data, certifying and executing funds, and
provision of financial advisory services for a large organization to include independently researching financial issues and providing recommendations to senior managers.

You may qualify at the GS-13, if you fulfill the following qualifications:

Have one year of specialized experience, equivalent to the GS-12 in the Federal service or comparable in difficulty and responsibility to GS-12 if outside the Federal service. Specialized experience is defined as having expert knowledge of the DoD PPBE and its associated cycles as well as significant experience as a lead in formulating and justifying budgets, analyzing budget submissions and financial data, certifying and executing
funds, and provision of financial advisory services for a large organization to include independently researching financial issues, developing recommendations, and briefing those recommendations to senior managers.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
