This position is located in the Office of the General Counsel (OGC), Ethics Office - Financial Disclosure Office (FDO). The FDO is seeking a technical writer/editor to assist staff and counsel in achieving the mission of the Judicial Conference of the United States and the Committee on Financial Disclosure to administer the provisions of the Ethics in Government Act of 1978, as amended, 5 U.S.C. app. §§ 101-111. The Committee of Financial Disclosure meets biannually, with subcommittee meetings as needed throughout the year. The duties of this position are listed below.

Duties

Help

  • Maintaining familiarity with the Judicial Conference of the United States regulations and assisting in the preparation of materials for the meetings of the Committee on Financial Disclosure.
  • Assisting the counsel and staff in providing overall support to the mission of the Financial Disclosure Office and the Committee on Financial Disclosure.
  • Drafting correspondence to the Committee on Financial Disclosure and other committees of the Judicial Conference of the United States. Preparing and drafting material as directed by the Committee to a wide range of recipients.
  • Providing staff support to the Committee on Financial Disclosure, including drafting a wide range of technical, legal, and informational material such as documents, reports, and recommendations for presentation to the Committee and the Judicial Conference of the United States.
  • Assisting, as needed, with all aspects of coordination and, as necessary, hosting, and participating in orientations, briefings, and training programs for judges and financial disclosure report filers.
  • Assisting, as needed, with coordination of all aspects and details relating to bi­ annual meetings of the Committee on Financial Disclosure and subcommittee meetings.
  • Participating in the drafting and/or review of internal staff guidance and standardized correspondence, as well as training, guidance, outreach materials, and regulations in support of the mission of the Financial Disclosure Office and the Committee on Financial Disclosure.
  • Drafting and/or reviewing all correspondence generated by the Financial Disclosure Office for completeness, accuracy, and grammatical correctness.
  • Assisting with the preparation and maintenance of the reports examiner review manual, standard review clauses used in correspondence to filers, and miscellaneous audit and review documents based upon the Committee's and staff counsel's guidance.
  • Participating in the preparation for and conduct of Committee meetings.
  • Preparing minutes and reports of the Committee meetings, and assisting in the tracking of issues and action items requested by the Committee.
  • Performing legal and historical research on a broad range of legal issues relating to the management and administration of the Federal Judiciary, utilizing statutes, regulations and rules including the United States Code Annotated, Guide to Judiciary Policy, and other legal references and historical materials.
  • Receiving, collecting, organizing, and archiving documents, materials, and correspondence.
  • Communicating directly with judicial officers, court employees, attorneys, and staff to prepare for Financial Disclosure Committee meetings and report on Committee actions.
  • Serving, as needed, as a specialist responsible for the initial examination and review of financial disclosure reports. Depending on experience and assignment, perform initial examination and then forward reviewed reports, necessary correspondence, and recommendations to a senior examiner for action and review prior to the reports being forwarded to the committee or staff member responsible for final review and certification of the report. Alternatively, perform a second tier review of reports prior to forwarding them to the Committee member or staff member responsible for review and certification.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in TWO of the following:

  1. Performing research on broad range of issues, which may include legal and historical research on legal and/or policy issues.
  2. Preparing and composing documents and other written materials, such as correspondence, policy documents, minutes, or reports.
  3. Drafting and/or reviewing correspondence and other written materials for completeness, accuracy, and grammatical correctness.

NOTE: Upon selection for interview, applicants may be asked to produce a writing sample.
