About the Position:
This is a permanent position with Headquarters, US Army Corps of Engineers, Office of History located at 7701 Telegraph Road, Alexandria, Virginia 22315.

Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

Help

Incumbent will serve as archivist for the Headquarters U.S. Army Corps of Engineers (HQUSACE), Office of History's Research Collection of historically significant records related to the U.S. Army Corps of Engineers. Incumbent will serves as the archival advisor to U.S. Army Corps of Engineers Chief Historian. Manage, organize, and arranges archival collection to facilitate access and enhance preservation. Directs archival development and acquisition, formulates collection development plans and prepares finding aids. Functions as resident expert on the content of the Research Collection and provides references services for internal and external customers. Exercising these duties requires specialized knowledge of American history, the history of technology, and the history of the U.S. Army with a focus on its civil works, military construction, and emergency operations missions.

  • Must be able to obtain and maintain a Secret security clearance. Position is designated non-critical sensitive as defined in DoD 5200.2-R. This requires that a personnel security investigation be adjudicated on a pre-appointment basis which may take up to 90 days or longer to process. The selectee may be allowed to start work prior to adjudication if management approved. Obtaining and maintaining a secret security clearance is a condition of employment. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirements for Archivist:
Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.

OR

Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Experience required:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Experience required at GS-09:
Specialized Experience: One year of specialized experience which includes; 1) applying national archival standards, methodologies, and best practices to all the activities of archival processing including arrangement, description, and preservation of archival collections; 2) identifying, analyzing, and arranging bodies of records; 3) creating and maintaining accessible, retrievable archives and databases; and 4) assisting in setting up, arranging and maintaining, cataloging, and exhibiting collection materials. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as archival science, history, American civilization, economics, political science, public administration, or government.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Experience required at GS-11:
Specialized Experience: One year of specialized experience which includes; 1) participating in locating and acquiring new archival materials; 2) preparing a complete inventory for the records of an organization; work group, or programmatic area; 3) creating and developing archival finding aids according to national standards and best practices; 4) appraising historical documents and archival materials to determine historical value; 5) conducting ongoing maintenance of existing archival collections; and, 6) conducting comprehensive assessments of archival collections. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: archival science, history, American civilization, economics, political science, public administration, or government.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Experience required at GS-12:
Specialized Experience: One year of specialized experience which includes; 1) directing and leading the effort to diversify, locate, and acquire new archival materials; 2) conducting thorough inventory of an organization's existing archival materials; 3) assessing and evaluating collections to determine their historical value and relationship to other material in the Research Collection; 4) managing, coordinating, and arranging the collection of new archival materials to facilitate access and enhance preservation; and, 5) serving as the organization's official representative on archival matters. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).


OR

Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: archival science, history, American civilization, economics, political science, public administration, or government.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
