This position is located in the National Science Foundation (NSF) Office of Information and Resource Management (OIRM), Division of Administrative Services (DAS), Systems and Services Branch, Travel Management (TM) Section. The TM Section manages the NSF travel programs; provides special consultation on the Federal Travel Regulations (FTR) and related policies; plans and executes the NSF travel program and services; evaluates travel program operations and services to identify continuous improvements and efficiencies, and institutes travel management best practices to best support the NSF mission; and provides information and support to customers on travel regulations, requirements, processes and procedures.
The Travel Program manager serves as the principle advisor and NSF authority on Federal travel regulations and policies, and is the focal point for NSF travel policy, services, e-Travel, and other functions related to travel for NSF staff, National Science Board, Reviewers, visitors and special guests.

The Travel Program manager serves as the NSF authority on Federal laws, regulations, guidance and programs pertaining to travel funded by NSF. Manages the NSF travel program to provide the most efficient and economical travel services for NSF staff and guests who do business with NSF. Develops, manages, and advises NSF staff and guests on travel policies, procedures, and program matters. Provides policy oversight, travel expense management and travel agency services for the NSB, merit panel reviewers, advisory committees, committee of visitors and internal NSF staff which include career staff, IPAs, and VSees to ensure compliance with Federal Travel Regulations (FTR) and related policies and guidance. Serves as the alternate Contracting Officer’s Technical Representative (COTR) for contracts in TM, which may include other contracts that are cross-cutting such as Financial System interfaces that service the entire foundation.
Develops and maintains travel management plans that include the scope and format of NSF travel programs and procedures for detailing organizing committees, monitoring expenditures/budgets, and reviewing administrative procedures and program progress. Develops the strategic plan pertaining to travel management operations, which includes setting goals, short-term and long-term planning, and the steps and resources required to accomplish the goals. The TM strategic plan Studies program operations and administrative decisions, and determines the need for new program requirements, and/or new or improved guidance and policies for travel program management in the form of standard operating procedures or formal bulletins.
Develops metrics to assess program performance, develops other criteria to evaluate and measure the effectiveness of program activities, and recommends improvements to section planning processes, performance, and organizational effectiveness and efficiency. Defines new requirements for travel contracts for staff and guest travel programs, and plans for the acquisition of new resources.
Identifies and assesses customer needs, evaluates issues involved and develops long and short range plans to meet these needs in a cost-effective manner that is compliant with travel regulations and policies, and oversees implementation and management of acceptable solutions. Advises the Chief, Systems and Services Branch of findings and trends, proposes solutions to problems, and recommends improvements to business practices.
Manages the agency's travel outreach and training program, including planning for resources, developing curricula, analyzing program requirements and implementing training schedules for all levels of NSF employees, and developing a holistic outreach program.
Supervises Federal employees who are engaged in travel management program analysis, administration and execution, and provides oversight to a team of contracted support personnel. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, prepares schedules for completion of work, assigns work based on priorities and employees’ abilities, and monitors the work of the section.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
