Summary

The incumbent serves as the Director of Marketing and Business Development and reports to the Director, Office of Technology, Services, and Innovation. He/she has responsibility for the overall supervision, management, and effective use of personnel, technical, and financial resources employed in the Office of Business Development. The incumbent is responsible for developing and implementing strategies to effectively market and place VOA, RFE/RL, RFA and other U.S. international media content with local and national outlets (FM and AM radio, television, Internet, mobile, and other relevant platforms) in targeted markets worldwide.

The incumbent must analyze market, political, and regulatory conditions, determine optimum methods for placing content, ranging from single radio stations to large regional cable (satellite) TV networks, as well as digital platforms. Also formulates and successfully pursues a strategy for bringing about the placement of the Broadcasting Board of Governors (BBG) content on these platforms.

BBG media networks include the Voice of America and the Office of Cuba Broadcasting (Radio and TV Marti) and three grantee organizations: Radio Free Europe/Radio Liberty, the Middle East Broadcasting Networks (Alhurra TV and Radio Sawa), and Radio Free Asia.

  • Formulates long-term strategies for placing BBG radio, television, and digital products in placement efforts using commercial models and best practices adapted from private sector media. Strategies are designed to expand the reach and impact of BBG broadcasts in priority markets worldwide.
  • Identifies and pursues high-impact content placement opportunities and assists with the closing of high-impact opportunities identified by others. Recommends ending non-productive affiliate relationships where appropriate.
  • Creates and sustains a world-class affiliate relations operations, marketing systems, practices, policies and promotes excellent communication and engagement with current and potential affiliates for supporting BBG goals and objectives.
  • Formulates, coordinates, and supervises marketing strategies initiated by all Regional Business Development Offices, follows up with implementation, and advises the TSI Director and other senior BBG management on political considerations of all activities and developments.
  • Develops policies and procedures for affiliation and oversees the implementation of these policies and procedures throughout the BBG, ensuring coordination with broadcast networks.
  • Advises broadcasting networks on strategies for creating brand awareness and promotion for BBG broadcasters' products in priority markets overseas.
  • Coordinates legal and contractual issues with appropriate BBG offices pertaining to leasing arrangements and content delivery systems.
  • Advises others within BBG on programs and strategies for worldwide placement on local radio and television outlets.
  • Represents the BBG at professional conferences, seminars, and meetings regarding placement related issues.
  • Assesses effectiveness of affiliation, marketing, and placement strategies on a regular basis.

Qualifications

For the GS-15 level: Applicants must have one (1) year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the public or private sectors (local, county, state, federal). Specialized experience is defined as experience that has equipped the applicant with the particular competencies/knowledges, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience is the following: extensive experience working with all levels of agency and U.S. Government personnel; expert experience supervising staff in a multi-cultural working environment including counseling, approving leave, preparing performance reviews and problem resolution; expert experience managing annual budgets, as well as procurement, acquisition, and contracting services for a division or office; and broad knowledge and skill in working with marketing and advertising companies and organizations nationally and abroad in order to strengthen an agency's program and efforts for broadcasting news globally. Education cannot be substituted or combined at this level.
