Summary

This position is located in the Department of Defense Office of Inspector General, Deputy Inspector General for Policy and Oversight (DIG-P&O) Investigative Policy and Oversight (IPO) Directorate, Policy and Program Division. The supervisor is responsible for the Department of Defense criminal investigative policy program, the contractor disclosure program and the Inspector General subpoena program.

Help

As a Supervisory Criminal Investigator, your typical work assignment may include the following:

  • Develops policies and direction of the Department of Defense criminal investigations oversight programs with a focus on contractor disclosures, DoD OIG subpoenas and criminal investigative policy.
  • Supervises/leads a staff of criminal investigators and support staff.
  • Manages the Contract Disclosure Program, DoD OIG subpoenas and criminal investigative policies.
  • Conducts and directs criminal investigations as specified by the Inspector General.

This is an Excepted Service position. Any appointment made under the provisions of this announcement is excepted from competitive civil service and may require the incumbent to serve a trial period. Ann applicant receiving such an appointment does not acquire competitive civil service status.

Position has been designated as Critical Sensitive; incumbent is required to obtain and maintain a Top Secret security clearance.

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense DoD OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

This position requires a pre-employment physical exam and a pre-employment physical readiness test. An annual physical exam & annual physical readiness test is required for the duration of employment.

Because you will be required qualify to carry and use government-owned firearms as part of assigned duties (and maintain this qualification). Employees are ineligible for this position if, at any time, they have been convicted of a misdemeanor crime of domestic violence, unless the conviction was expunged, set aside, or he/she received a pardon. The applicant selected for this position must be able to qualify and maintain authorization to carry firearms including no current or previous domestic violence charges/convictions.

Incumbent will be required to work, or be available to work substantial amounts of unscheduled overtime duty based on the needs of the agency, and will receive availability pay, a special form of premium pay fixed at 25 percent of the adjusted salary (basic and locality).

If you have not previously successfully completed a trial period with the Federal Government in a similar position, you will be required to serve a one year trial period.

U.S. Citizenship is required for this position.

Requires 10% of temporary duty travel (TDY).

Permanent Change of Duty (PCS-Relocation) expenses WILL NOT be paid.

Position(s) may be filled by displaced Department of Defense (DoD) employees through the Priority Placement Program.

Requires the incumbent to possess and maintain a valid state driver's license.

Qualifications

Specialized experience:

One year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service that demonstrates experience in the investigation of contractor disclosures, DoD OIG subpoenas and criminal investigative policy. Conducts criminal oversight evaluations and develops conclusions, recommendations and final reports and experience in supervision and/or leading a group of criminal investigators.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at this level.
