The Naval Surface Warfare Center Dahlgren Division (NSWCDD) mission is to provide research, development, test and evaluation, analysis, systems engineering, integration and certification of complex naval warfare systems. As a premier naval scientific and engineering institution, Dahlgren technology is critical to new design concepts for current ships and for systems integration and interoperability for the U.S. Navy.

There are multiple positions as a General Engineer (0801), Physical Science (1301), Mathematics (1520), and Computer Scientist (1550), located in various Departments of NAVSURFWARCENDLD Naval Surface Warfare Center Dahlgren Division located in Dahlgren, VA.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Sections 1107 (a-e) of the National Defense Authorization Act for Fiscal Year 2014 authorize the Secretary of Defense to recruit and appoint qualified candidates directly into certain scientific and engineering positions within the Department of Defense. Competitive rating and ranking of applicants do not apply to the Direct Hire process.

The successful selectee will perform the following duties as an Engineer/Scientist:

  • Providing Software Assurance related research, development, test and evaluation, analysis, systems engineering, integration and certification of complex naval warfare systems.
  • Investigating engineering/scientific projects and problems related to Software Assurance for Naval and/or DoD Systems.
  • Preparing reports and recommendations related to Program Protection for engineering/scientific projects.
  • Providing development in areas of requirements, design, development, testing, networking or system administration; with multiple programming languages and operating environments.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Please Note: Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. This position has been identified as a Career Field ENG-Engineering at Level I. Qualifications

In order to qualify for this position, your resume must provide sufficient software engineering experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
0801-Professional Engineering Series - Degree: I have successfully completed a bachelor's degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
0801-Professional Engineering Series - Substitution of Education/Experience: I have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or (II) Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions
1301-Physical Science Series: I have successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR; I have a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
1520-Mathematics Series: I have successfully completed a degree in mathematics or the equivalent of a major that included at least 24 semester hours in mathematics. OR; I have a combination of education and experience demonstrated by courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics, plus appropriate experience or additional education.
1550-Computer Science Series: I have a bachelor's degree in computer science. OR; I have a bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of my 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.

ND-03: In addition to the Basic Requirements for this position, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-02 (GS-5/8 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer/scientist assisting in the application and development of advanced software development projects.
ND-04: In addition to the Basic Requirements for this position, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-9/11 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer/scientist planning and executing the development of advanced software development projects.
