As a Program Analyst, you will:

  • Perform procurement planning, contract negotiations, contract administration and related activities.
  • Ensure requirements of contracts are met and that sufficient funds are available for obligations.
  • Perform and conduct technical evaluations of applications submitted under the Contracting Officer Representative (COR) process and general programs.
  • Analyze and evaluate, on a quantitative/qualitative basis the effectiveness of service delivery in meeting established goals and objectives.
  • Manage the program management process and formal projects.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

For the GS-13 grade level, specialized experience is defined as ensuring effective contracting, compliance with contract terms and safeguarding the interests of the organization; monitoring program management processes and recommending improvements; and solving problems or recommending corrective actions when problems arise.

For the GS-14 grade level, specialized experience is defined as performing procurement planning, contract negotiation, and contract administration; managing the acquisition lifecycle to include acquisition plan approval, statement of work, specifications, issuance of solicitation, etc; coordinating technical evaluations to determine eligibility; merits and viability of complex large-scale projects; evaluating and advising on the organization structure, methods and procedures; and coordinating financial and administrative programs which includes developing short- and long-term resource plans.

  1. Knowledge of contract management and procurement laws; regulations, and policies, especially multi-award contracts and performance-based contracting.
  2. Skill in preparing comprehensive acquisition packages
  3. Knowledge of concepts, principles and practices of project management.
  4. Skill in the application of a wide range of qualitative and quantitative methods.
  5. Ability to plan and evaluate program objectives and operations
    and to consolidate program justifications.
  6. Ability to negotiate effectively to gain acceptance and implementation of recommendations.
  7. Skill in verbal and written communication.
  8. Knowledge of the principles and methodologies of project
    management and skill in the application of these tools for programmatic evaluation.

You will be evaluated for this job based on how well you meet the qualifications above.
