OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review and the Office of Management and Administration. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.

The Supervisory IT Specialist (Chief Information Officer), located in the Office of Inspector General, is responsible for providing leadership, direction, and significant advisory services related to all aspects of the Office of Inspector General (OlG) Information Technology (IT) systems, programs, and plans. The incumbent is integral to supporting programs for a variety of investigative, auditing, and health care services oversight for nationwide veterans services with significant resources and intense Congressional interest, and advises the Inspector General on agency wide IT management programs. Primary responsibilities involve managing nationwide IT support, systems development and integration; serving in a representational role with numerous intra- and inter- agency IT organizations; and leading strategic planning for all IT requirements. The incumbent also performs significant leadership-related work, manages the IT Division, and provides technical guidance and supervision across all OIG program areas.

Help

As a Supervisory IT Specialist, you will:

  • Plan, direct, control, and supervise the IT Division staff.
  • Develop the plans to provide all OIG components with IT systems and support.
  • Coordinate IT planning and implementation with Veterans Affairs' Chief Information Officer (CIO) and crosscutting entities such as the IT Capital Investment Board, the CIO Council, and the President's Council on Integrity and Efficiency.
  • Develop IT needs assessments in conjunction with the Assistant Inspectors General, working closely to blend technology with the work processes.
  • Establishe the OIG strategic plan for IT, including goals for improving the efficiency and effectiveness of OIG operations through the application of IT.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:

  • Current or prior work in at least two IT units, including customer support (service desk), information security, system administration, web or application development, database administration, and networking; AND
  • Supervision or management of information technology staff members and/or contractors, to include setting priorities, planning work to be completed by subordinates and evaluating performance; AND
  • Oversight of new initiatives, including budget and policy formulation, and project management through completion.
In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
