The Office of Information and Regulatory Affairs (OIRA), within the Office of Management and Budget (OMB), is seeking candidates for a policy analyst position in OIRA's Information Policy (IP) Branch. OIRA is responsible for regulatory, information and statistical policy within OMB and the Federal government generally.

The IP branch is responsible for the review of draft federal regulations and information collection requests from the Department of Treasury, including the Internal Revenue Service (IRS), and a number of independent agencies including the Consumer Financial Protection Bureau (CFPB), Securities and Exchange Commission (SEC), Commodity Futures Trading Commission (CFTC), Federal Deposit Insurance Commission (FDIC), Office of the Comptroller of the Currency (OCC), and National Credit Union Association (NCUA). These reviews include the evaluation of the economic and legal aspects of rules submitted to OIRA under Executive Order 12866 and Executive Order 13771 and the review of agency information collections under the Paperwork Reduction Act (PRA) among other related authorities. Help

As a Policy Analyst, GS-0301, 11/13 your typical work assignments may include the following under supervision:

Policy analysts within the IP Branch are the core source of expertise on matters pertaining to the regulatory and information policies of Federal departments and agencies with tax policy/administration, financial, banking, consumer protection missions. Policy analysts are responsible for:

  • Assist with meeting the objectives of Executive Order No. 12866, Executive Order No. 13563, Executive Order 13771, and the Paperwork Reduction Act and provide analytical support to OMB policy officials on a variety of regulatory issues as well as understand, and confirm agency analyses comply with the requirements of OMB Circular A-4, "Regulatory Analysis".
  • Participate in a variety of cross-cutting research studies with other staff members the Office of Information and Regulatory Affairs, other divisions of OMB, and other Federal agencies.
  • Evaluating the economic and legal aspects of tax policy/administration, financial, banking, or consumer protection regulatory actions, emphasizing analysis of the costs and benefits of regulatory actions.
  • Coordinating the interagency review of regulations to ensure consistency with Administration regulatory priorities, principles and procedures.
  • Providing information and advice to OMB and White House officials on all aspects of regulatory and information policies and programs.
  • Reviewing agency information collection requests to ensure consistency with the Paperwork Reduction Act.
  • Reviewing agency information collections to ensure compliance with the Privacy Act.
  • Working with agencies across the Federal government in a multi-disciplinary setting to improve government decision-making and interagency coordination regarding regulatory policy.
These duties require the use of economic, statistical and other quantitative and analytical methods.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

AND

SPECIALIZED EXPERIENCE:

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-09 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that includes conducting analyses of financial, banking, consumer protection, or tax regulations or regulatory policy to identify significant economic and legal issues, with an emphasis on regulatory costs and benefits, and alternative regulatory approaches. Such experience must include: 1) initiating and performing objective qualitative and quantitative analyses of financial, banking, consumer protection, or tax policy and/or economic issues to inform decision making; 2) development of recommendations to higher-level decision makers; AND 3) drafting and presenting succinct written products to describe and summarize analyses and recommendations.

OR

B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include economics, public policy or law is preferred, including but not limited to, a focus on financial or banking policy, tax policy and administration, and/pr public finance;

OR

C. A combination of education and experience as listed above.

You may qualify at the GS-12 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-11 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that includes conducting analyses financial, banking, consumer protection, or tax regulations or regulatory policy to identify significant economic and legal issues, with emphasis on regulatory costs and benefits, and alternative regulatory approaches. Such experience must include: 1) initiating and performing objective qualitative and quantitative analysis of financial, banking, consumer protection, or tax policy and/or economic issues to inform decision making; 2) development and presentation of recommendations to higher-level decision makers; 3) independently drafting and presenting succinct written products to describe and summarize complex analyses, policy options and implications, and recommendations; AND 4) developing strategies to improve the effectiveness of regulatory policies.

You may qualify at the GS-13 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-12 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that includes conducting analyses of financial, banking, consumer protection, or tax regulations or regulatory policy to identify significant economic and legal issues, with an emphasis on regulatory costs and benefits, and alternative regulatory approaches. Such experience must include: 1) initiating and performing objective qualitative and quantitative analysis of complex financial, banking, consumer protection, or tax policy and/or economic issues to inform decision making; 2) leading the development and presentation of recommendations to higher-level decision makers; 3) independently drafting and presenting both succinct and more in-depth written products to describe and summarize complex analyses, policy options and implications, and recommendations for audiences with differing levels of expertise; AND 4) independently developing and implementing strategies to improve the effectiveness of regulatory policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
