The Deputy Chief Information Officer is responsible for assisting the GSA Chief Information Officer (CIO) in the leadership of all GSA information technology (IT) responsibilities and authorities. The position is located in the Office of GSA IT and reports directly to GSA's CIO. Provides advice and assistance to the CIO, GSA Administrator and other Heads of Services (i.e., Public Buildings Service and Federal Acquisition Service) and Staff Offices on critical technology issues.
The Deputy CIO leads a key portfolio of activities including but not limited to Overall Enterprise Wide IT Strategy, Enterprise Data Management Strategy, and solutions architecture and digital services functions.
The Deputy CIO leads a key portfolio of activities through subordinate supervisors, including Associate CIO's at the SES and SL levels, who report directly to the Deputy, representing up to 250 , or nearly 50% of the GSA IT organization.
Provides leadership in problem analysis and problem solving in a technical environment to assess impact of current and emerging infrastructure technologies and analyze application of technology. Interfaces with executives and customers within GSA's business lines.
Serves as an advisor to the CIO, Administrator and other senior GSA officials on all technology issues, operations support, technology innovation and strategic planning. Represents the CIO in government-wide groups, external activities, and may represent the CIO at the Federal CIO Council. Stays abreast of the laws, executive orders, and other national policies governing information management, including , FITARA, E-Government Act and security related legislation. Maintains liaison with senior GSA officials, other agencies, and the private sector to keep abreast of new technology and developments in the IT industry, and exchanges this information with the GSA leadership, managers and end-users to foster the effective and timely use of technological improvements to enhance the mission performance of GSA. Oversees and directs other IT operational units in the Office of GSA IT as directed.

CONDITIONS OF EMPLOYMENT:
This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
If tentatively selected, you will be required to submit a Declaration for Federal Employment.

MANDATORY TECHNICAL COMPETENCY (MTC):
1) Demonstrated experience in leading complex, enterprise-level IT projects and programs. This includes direct experience in executive program management to create, integrate, and lead significant enterprise-wide technology initiatives, including modernization efforts. 2) Demonstrated experience in leading the daily operations of a large, complex IT organization (commercial or government), including leading the development of IT Strategic planning and experience providing comprehensive, authoritative advice and recommendations to top management officials on all aspects of IT operations. In addition, the ideal candidate has experience managing large scale change related to consolidations, business system transformation, or modernization efforts. This includes experience overseeing budget planning and execution activities for an enterprise portfolio of information technology and business technology investments.
