Summary

The Office of Public Affairs works to provide assistance on public affairs, media communication, digital media, social media, and information activities related to targeted key National Nuclear Security Administration (NNSA) constituencies.

A successful candidate in this position will serve as a Public Affairs Specialist, responsible for managing and providing direction to public affairs programs and activities.

Help

As a Public Affairs Specialist, you will:

  • Recommend outreach strategies and policies to promote programs and provide information about National Nuclear Security Administration (NNSA) to the general public and media. Implements relevant actions to support and achieve DOE/NNSA goals concerning public awareness and public communications formats that allow full and open communication both internally and among state, local, and community groups.
  • Advise management on the preparation and implementation of program and communication initiatives and activities that are consistent with corporate communications goals to reach targeted and broad-based audiences.
  • Serve as a primary spokesperson for NNSA.
  • Prepare the Administrator and senior management for public meetings and media interviews by developing talking points, background information, and other pertinent materials.
  • Accompany officials to public meetings, interviews, and other events to discuss NNSA programs and activities.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the Federal Service, i.e., NQ-02 or GS-12).

Specialized experience for this position is defined as: Experience, communicating, promoting and/or defending the mission, policies and the budget of an organization through proactive outreach and sustainable relationship building with federal, state and local stakeholders, and with the public through the media.

  1. Skill in the application of a wide range of analytical and qualitative and/or quantitative methods in order to assess and improve the agency public affairs and outreach program effectiveness, and recommend plans for improvement of systems of complex processes and systems involved in the management of the agency public affairs function.
  2. Skill in application of the principles, practices, methods, and techniques of public communications, media relations, and outreach activities in order to plan, coordinate, and carry out such activities, and serve as the technical authority on such matters.
  3. Skill in writing/editing documents, including reports, communications plans, briefings and presentations, functional descriptions, guidelines, special reports, and other project deliverables to meet communication requirements.
    Makes oral presentations in order to conduct meetings designed to obtain public input on program issues and develop a consensus position from among divergent viewpoints.
  4. Establishing and fostering effective working relationships and interaction with a variety of audiences with differing levels of comprehension and interests including the media, and the general public.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualifications and eligibility requirements by the closing date of this announcement.

You will be evaluated for this job based on how well you meet the qualifications above.
