This position is part of the Aransas/Matagorda Island NWR Complex. As a Wildlife Biologist you will be working on the Aransas National Wildlife Refuge (refuge) located along the Texas Gulf Coast. The refuge is comprised of over 116,000 acres, including the Blackjack Peninsula (Aransas proper), Matagorda Island, Myrtle, Foster, Whitmire, Tatton, and Lamar units. These areas provide vital resting, feeding, wintering, and nesting grounds for migratory birds and native Texas wildlife. The refuge is unique in its representation of four broadly distinct coastal habitats: barrier island, peninsular, coastal upland prairie, and shoreline. With increasingly diminishing habitats along the Texas Gulf Coast, the refuge's beach, wetlands, grasslands, woodlands, and tidal lands provide vital habitat for thousands of migratory songbirds, raptors, shorebirds, waterfowl, and pollinators to rest and refuel before continuing the arduous journey to and from tropical destinations. Additionally, the refuge serves as the winter home for a high diversity of migratory birds, including the endangered whooping crane, other threatened and endangered species, as well as many native wildlife species.

As a Wildlife Biologist, you will be responsible for:

  • Conducting and implementing the Refuge's biological programs
  • Developing and conducting vegetation, fish, and wildlife investigations and surveys
  • Preparing written reports and plans, and provides written and oral information to staff, other agencies and the general public
  • Assisting in developing inventory and monitoring plan and other other habitat management plans
  • Gathering, organizing, and interpreting biological, ecological, pathological, public use or other pertinent information to ensure management plans are current

Physical Demands/Work Environment:
The work is conducted in both an office and field setting. Approximately 50% of the work is sedentary while the remaining 50% will involve physical activity to conduct field activities. Field work requires strenuous activity for significant periods of time, often walking over rough or uneven terrain in dry or muddy conditions, walking through thick vegetation, lifting and carrying heavy objects (up to 50 lbs), and often in excessively hot, dry or humid climates. Work requires average agility and dexterity and includes bending, crouching stooping, and stretching. Incumbent is expected to conduct duties in a safe and orderly manner, so as not to endanger self, fellow workers, or property with which entrusted. Travel to remote study sites will be required via boats, small aircraft, all-terrain vehicles, and/or on foot. Incumbent must be able to cope with the pressure of short time deadlines, responsibilities of logistics to remote areas, cultural conflicts, and adverse weather conditions. Work includes office and outdoor settings. The office is adequately lighted, heated, and ventilated. Field work will have regular exposure to high and low temperature extremes, inclement weather, dusty/noisy environments, working near heavy equipment. The Incumbent may be required to travel to attend meetings, training, conferences, and workshops. The incumbent may at times be exposed to environmental hazards such as extreme heat, biting insects, and potentially dangerous or venomous animals. The incumbent is expected to perform duties in a safe and orderly manner, so as not to endanger self, fellow workers, or property. Field activities are normally conducted in remote locations and often under primitive living conditions. Small boats, canoes, or small aircraft may be used for travel or as a survey platform. Ability to carry, handle and use firearms for animal control, in compliance with safety policies.

Qualifications

Basic Education Requirement: You must meet A or B below to qualify for the GS-0486 series
A. Possess a bachelor's or higher degree from an accredited college or university in zoology, wildlife management, or an appropriate field of biology that included at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology;
and
At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.);
and
At least 9 semester hours in botany or the related plant sciences.

OR
B. Possess a combination of education from an accredited college or university and specialized experience-courses equivalent to a major in one of the fields described in A above that included at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.

*Note: Meeting the basic education requirement is qualifying for the GS-5 grade level.

To qualify for the GS-7 grade level, you must meet A, B, C or D below, in addition to the basic education requirement:

A. Possess at least one year of specialized experience equivalent to at least the GS-5 level in the Federal Service demonstrated by gathering and evaluating biological data, communicating and negotiating biological issues and planning and executing biological responsibilities.
OR
B. Possess 1 year of graduate-level education. The education is qualifying if it provided the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
OR
C. Possess Superior Academic Achievement (S.A.A.) S.A.A. is based on (1) Class Standing, (2) Grade-Point Average, or (3) Honor Society Membership. (1) Class Standing: Upper one-third of the graduating class in the college, university, or major subdivision based on completed courses. (2) Grade-Point Average: A grade point average of (a) 3.0 or higher out of a possible 4.0 (B or better) as recorded on the official transcript or as computed based on four years of education, or computed based on courses completed during the final two years of the curriculum; -or- (b) 3.5 or higher out of a possible 4.0 0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum. (3) Election to Membership in a National Scholastic Honor Society: Applicants may be considered eligible based on membership in one of the national scholastic honor societies. Freshman scholastic honor societies cannot be used to meet the requirements of this position.
OR
D. Possess a combination of specialized experience (as in A above) and education (as in B above), when prorated, combine to meet the qualification requirements of this position. Experience and education are each computed as percentages of their requirements and must equal at least 100 percent when combined. Only education beyond the second year is creditable to meet this standard.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-09. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
