The selectee for this position will serve as a SUPERVISORY PROGRAM MANAGER in the Healthcare Management System Modernization (DHMSM), part of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS) of the DEFENSE HEALTH AGENCY.

The successful selectee will perform the following duties:

  • Leading daily execution of Information Technology (IT) acquisition strategies, goals, plans, processes, and procedures for fulfilling the modernization of the MHS (Military Health System) enterprise with MHS GENESIS.
  • Formulating, revising, and implementing immediate and long-range goals and objectives based on changes in law, program authority, and/or funding levels.
  • Developing acquisition strategy and program baseline for assigned projects in accordance with DOD acquisition policies and procedures.
  • Leading civilian and military direct reports within an Integrated Product Team and ensuring subordinate supervisors meet organizational goals and objectives.
  • Collaborating with functional community to identify requirements of Major Automated Information Systems.
The mission of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS) is to transform the delivery of healthcare and advance data sharing through a modernized electronic health record for service members, veterans and their families. In addition, the PEO DHMS supports military medical readiness and quality healthcare services through MHS GENESIS and interoperability with the Department of Veterans Affairs and commercial Health Information Exchanges. The PEO DHMS reports directly to the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD (At&L)).

The selectee will serve as the Product Manager - Electronic Health Record (EHR) for the DHMSM Program. The DHMSM program is a tailored acquisition established to acquire and field the configurable and scalable modernized Electronic Health Record System, MHS GENESIS. MHS GENESIS addresses the current state of the Military Health System (MHS), where multiple healthcare legacy systems and data stores, developed over decades, are in need of modernization to ensure and enable sustainability, flexibility, and interoperability, for improved continuity of care.

Requirements:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Must be able to obtain an interim and/or final SECRET security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. This position has been identified as a Career Field PROGRAM MANAGEMENT at Level III. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Must be willing and able to travel on military and commercial aircraft for extended periods of time.

Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Positions that are supervisory/ managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing the development or execution of acquisition strategies for an organization's Information Management/Information Technology (IM/IT) program.
