As a Human Resources (HR) Specialist (Recruitment & Placement) in the Robley Rex VAMC, Louisville, KY, you will perform the full range of human resources management duties including recruitment and placement, pay administration, training and development, advisory services, program(s) administration, and compliance maintenance. Duties include but are not limited to developing and executing recruitment plans for a variety of occupations, publishing vacancy and merit promotion announcements, conducting job analysis and making qualification determinations; making pay determinations for appointments, promotions and changes to lower grade; providing managers and employees with information about HR policies, procedures, and guidelines; providing technical advice to assist managers, supervisors, and employees in understanding and using the various HR programs available; developing training materials and conducting training for HR and ancillary programs; etc.
NOTE: This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. The HR Specialist performs developmental work designed to prepare him or her for the full performance level. Assignments encompass complex external recruitment, employment of non-citizens, development of recruitment strategy, service as an HR consultant and advisor to management, expert witness testimony, and planning for HR project and proposals. For example, at the GS-11 level, the employee might perform external recruitment for multiple occupations researching data from variety of sources in which they would have to determine the best route for using creative advertisement. The employee will work independently on routine items and will receive greater supervision on non-routine problems. You will progressively acquire the background necessary to perform at the full performance level of GS-12.
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade DOES NOT guarantee promotion to the full performance level.

Physical Requirements: The work of this position is primarily sedentary. Some work my require walking in offices, hospitals, warehouses, and similar areas for meetings and to conduct HR work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Some employees may carry light items or drive a motor vehicle. The work does not require any special physical effort.
