Incumbent serves as a Management Services Specialist in the Office of Management Services of the Management Division. The incumbent participates in carrying out the real and personsal property management programs for FinCEN. Th employee serves as a liaison wiht Treasury asset management officials, FinCEN administrative and program officials, the building manager, contractors, vendors, GSA, county inspectors, and permit staff concerning the wide array of asset management activities and related operational support services. The incumbent also serves as the program officer and contracting officer representative for supply management, mail services, fleet management, and transportation services.

Major Duties

Security Clearance: This position has been designated national security Level III, Non-Critical Sensitive. Applicants must possess a favorably adjudicated Single Scope Background Investigation (SSBI), and have been awarded a Secret clearance or be willing to undergo a SSBI, and the SSBI must be favorably adjudicated. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the SSBI, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Functions as contracting officer representative (COR) for a mail, supply, and transportation services contracts;
  • Develops policies, guidelines, and standard operating procedures involving storage, mail, supply, and space management matters;
  • Serves as transportation coordinator as well as an advisor for both Government and contract staff in providing transportation and special mail and courier services for FinCEN employees;
  • Provides day-to-day coordination with staff designated to assigned project activities and creates and analyzes existing or proposed functional requirements. Formulates recommendations for creation of new or amendments to existing policies, methods, and procedures regarding mail, supply, transportation, and storage functions.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

- Assisting in carrying out real property, personal property, mail, transportation, or supply programs; and
- Providing services to internal customers; and
- Assisting in developing records, reports, or standard operating procedures.

OR

Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., related to the position being filled.

OR

Have a combination of specialized experience and graduate level education. Only graduate level education in excess of the first year may be used as qualifying when combining education and experience.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-09, you must have been at the GS-07 level for 52 weeks.
