As an Investigative Analyst you will perform a full range of investigative support which includes: collection, review, analysis, evaluation, dissemination and maintenance of information pertaining to DCIS field investigations.
The work includes formulating information source search strategies, reviewing and analyzing data to identify patterns and relationships across financial, criminal, civil, open source, corporate, proprietary, and other data sources of information throughout DCIS's wide range of investigations, including procurement fraud, healthcare fraud, public corruption, counterfeit parts, counter-proliferation, and more.
As a Investigative Analyst, GS-1805-13, your typical work assignments may include the following:
- The incumbent serves as the primary trainer to lower-graded Investigative Analysts within the Field Office, by coordinating their day-to-day activities, and furnishing those analysts with necessary information, advice, and guidance on the solution of problems encountered which are highly technical in nature, require critical thinking skills, and handling situations or investigations for which there are limited or no set precedents.
- Provide support, advice, and guidance to DCIS field agents and Field Office management on investigative data and trends.
- Review ongoing and closed investigations and summary of pertinent investigative data required by other Federal and State law enforcement agencies or DCIS field elements into reports to be furnished to Field Office management, DCIS Headquarters, or other field personnel requiring the information.
- Preparation of critically constructed queries of investigative data relating to investigations pertinent to the DCIS mission and strategic objectives.
- Maintenance of currency of investigative trends dealing with criminal investigations, legislation and/or regulation, data analysis techniques, criminal law and procedure, and how this body of knowledge informs data analysis.
- Conduct interviews of suspects, subjects, witnesses, or other personnel associated with DCIS investigations alongside Special Agents, barring any known serious physical danger.
- Prepares questions and preliminary case data or documents for interviews, meetings, or court proceedings.
- Drafts affidavits and assists in evidence verification in support of search and arrest warrants in multiple jurisdictions and judicial districts.
- Creates and presents graphical aids such as charts and timelines using sophisticated technical software for agents, U.S. Attorneys, Department of Justice attorneys, and other critical investigative personnel.
- Presents investigative analysis and findings orally and in writing to U.S. Attorneys for determination of the prosecutorial merits of the case throughout the investigation, and through criminal or civil proceedings.
- Occasionally assist on special projects from DCIS Headquarters that requires extensive technical, critical thinking, report writing, and strategic analysis.
- Testifies before grand juries, courts, and administrative hearings as necessary.
- Creates investigative reports or other strategic products from raw data and sources relevant to the agency or geographic region.
- Devises resourceful and distinctive methods and techniques to acquire elusive information for multi-state and multi-jurisdictional investigations, and provide these recommendations to Special Agents and Field Office management.
- Initiates and prepares subpoenas on behalf of Special Agents.
- Assists in evidence collection or tracking, as deemed appropriate.
- Performs data analysis, review, and evaluation of criminal investigative case data and/or evidence to discern relevant information or case characteristics and to identify trends, patterns or relationships to enhance case development.
- Establishes, maintains, and cultivates vital and extensive contacts with Federal, state and local law enforcement officials, U.S. Attorney's Offices, DoD professionals and customers, and counterpart analysts from other agencies.
