About the Position:
This position is a GS-1035-11 Public Affairs Specialist with the Tulsa District of the US Army Corps of Engineers, Public Affairs Office. The duty location is Tulsa, OK.

Help

In this position you will serves as a public affairs specialist in all aspects of a comprehensive public information program in an engineer district. You will service civil and military works programs consisting of multi-purpose river basin planning, engineering design and hydrology; construction; operation of flood control, navigation, and recreation facilities; recreational and commercial boating water safety programs; acquisition, management and disposal of real property; a regulatory permit program governing use of natural resources management to include environmental impact issues such as hazardous and toxic waste; and disaster assistance operations. The follow are some of the duties you will perform in this position:

  • Research and prepare a variety of communications including multimedia products, scripts, news releases and feature articles; public statements; narrative for project brochures, information folders, dedications and award ceremonies; photo presentations, videos, social media content, and internal personnel programs;
  • Establish continuing relationships with local, regional and national news media (radio, television, newspaper, magazine, computer online sources) through which information can be disseminated to the public on all facets of Corps/District missions under the most favorable means possible;
  • Cultivate and maintain contacts with institutions, state and city officials, community organizations, industry and other centers of influence to improve the public's understanding and awareness of Corps activities;
  • Maintain the Tulsa District Home Page, to include creation of news and feature items with accompanying imagery for online, internal and external release;
  • Proofread items submitted by other sources for the purposes of correctness and appropriateness, and design of additional web site pages as required;
  • Plan and execute the District information program under unusual or emergency circumstances or when the District is assisting during an emergency situation; and
  • Create purchase requests, travel orders, travel vouchers and commitment documents, tracking financial obligations and other budgetary matters as assigned using the Corps of Engineers Financial Management System (CEFMS),

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Planning, writing, or editing news, feature stories, or technical articles AND 2) Creating designs using desktop publisher or web design software AND 3)Updating an organization's social media website.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
