Summary

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
Located in the scenic Hudson River valley, only 50 miles from New York City, the U.S. Military Academy at West Point is a four-year academic institution, a nationally renowned historic site, and the oldest continuously occupied military post in America. The undergraduates, known as cadets, are commissioned as officers in the US Army upon graduation. You can watch them on parade or competing as intercollegiate athletes in a wide range of sports events. As a military installation, West Point is a small, self-contained city with housing for the military stationed here in support of the Academy, a Department of Public Works to maintain the roads, grounds and facilities, two libraries (Academic and Community), a military hospital, fire department, chapels, restaurants. West Point's 3,000 civilian employees have access to Eisenhower Hall Theatre, the Hudson Valley's premiere performing arts center, and to recreational facilities such as an 18-hole Golf Course and Ski Slope.

Help

As a Supervisory Public Affairs Specialist, in the Office of Public Affairs and Communications, West Point, New York, the duties and responsibilities of the incumbent are but not limited to:

  • Serves as the chief of media relations (Public Information).
  • Attend training and leadership development courses as described in the career program for Public Affairs and Communications Media.
  • Provides and maintains a public affairs program to increase public awareness of the Military Academy, West Point Garrison, and Department of the Army missions, policies and programs.
  • Hometown News Release Program, support to local, regional and national news media outlets, and manuscript approval.
  • Preparing detailed communication plans for major media events that meet the guidelines and approval of the United States Military Academy Superintendent.
  • Manages and directs the day-to-day operations and enactment of policy pertaining to external media operations.
  • Keeping the Public Affairs Officer informed of ongoing actions and problems.
  • Ensures and develops internal control measures to protect and conserve funds, property and materiel.
  • Responds to customer requests.
  • Arranges interviews between media members and high-level command and general staff members at the Academy.
  • Supervises three civilian positions.
  • Assigns work on a project or functional basis.
  • Sets performance standards and prepares performance appraisals.
  • Assures identification of development needs of the workforce and takes action to provide development opportunities and/or training.
  • Approves recommendations for promotions, resolves complaints and takes disciplinary actions required.
  • Exercises personnel leadership in maintaining a continuing affirmative action program.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Writes news releases, talking points, and/or communication plans for media events; 2) Interpret and update Standard Operating Procedures as it pertains to Public Affairs; 3) Experience with crisis communication concepts and principles to appropriately release information while not violating policy, operational security,privacy or propriety; 4) Utilize a variety of communication tools to disseminate information to the public, such as print, visual and electronic media; 5) Set priorities when assigning work on projects; 6) Provide technical, administrative and personnel guidance to employees. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Journalism, Public Affairs, Marketing, Communications, etc..

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
