The selectee for this position will serve as a Assistant Program Manager for the Department of Defense (DoD) Healthcare Management System Modernization (DHMSM), part of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS) of DEFENSE HEALTH AGENCY.
The mission of PEO DHMS is to transform the delivery of healthcare and advance data sharing through a modernized electronic health record for service members, veterans and their families. In addition, the PEO DHMS supports military medical readiness and quality healthcare services through MHS GENESIS and interoperability with the Department of Veterans Affairs and commercial Health Information Exchanges. The PEO DHMS reports directly to the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD (At&L)).

You will serve as an Assistant Program Manager for Future Requirements of MHS GENESIS, leading daily execution of IT acquisition strategies, goals, plans, processes, and procedures for defining the future modernization requirements of MHS GENESIS across the MHS.
The DHMSM program is a tailored acquisition established to acquire and field the configurable and scalable modernized Electronic Health Record System, MHS GENESIS. MHS GENESIS addresses the current state of the Military Health System (MHS), where multiple healthcare legacy systems and data stores, developed over decades, are in need of modernization to ensure and enable sustainability, flexibility, and interoperability, for improved continuity of care.

Duties

Help

The successful selectee will perform the following duties:

  • Lead both civilian and military direct reports within an Integrated Product Team (IPT), obtaining resources, monitoring the test and evaluation process, managing life cycle support and coordinating with project and program offices as well as external stakeholders.
  • Direct and guide development, acquisition, testing, and product improvements of Major Automated Information System's (MAISs), to include MHS GENESIS.
  • Develop acquisition strategy and program baselines in accordance with DoD acquisition policies and procedures.
  • Oversee cost estimating, planning, programming, budgeting, program integration, interoperability, and oversight for expenditure of funds to ensure program efficiency.
  • Conduct briefings and advise senior executives and other high raking officials on decisions relating to MHS GENESIS.
  • Coordinate with legal counsel to ensure program activities are in compliance with federal laws and DoD, VA regulations.

Requirements:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. This position has been identified as a Career Field PROGRAM MANAGEMENT at Level III. This position is a designated as Critical Acquisition Positions (CAPs). This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Must be willing and able to travel on military and commercial aircraft for extended periods of time.

Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and evaluating programs (eg. Electronic Health Record (EHR), MHS GENESIS) to include; acquisition issues in support of military healthcare system operations.
