Summary

This position is located within Office of Petroleum and Biofuels Statistics (PBS), Office of Energy Statistics (OES), within U.S. Energy Information Administration (EIA). OES provides leadership and direction to EIA's energy supply and demand data collection program covering a wide range of information sources in order to support the analysis and dissemination of information through publicly available data and reports. PBS conducts data collection programs through the application of standard survey processes and coordinates EIA petroleum, natural gas, and biofuels information to assure that users and interested stakeholders fully understand the value and limitations of the information.

Help

As a Supervisory Survey Statistician you will:

  • Oversee preparation and publication of EIA's Petroleum Supply Montly report, the Monthly Biodiesel Production report, and the high-profile Weekly Petroleum Status Report.
  • Respond to intense interest and questions received from national/international press and myriad industry and financial analysts.
  • Design and manage data and information collection programs for petroleum.
  • Supervise professional employees, perform a full range of supervisory and related management functions.

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as:

Experience initiating, developing, designing, collecting, and documenting a broad range of survey statistics related to oil refining and related petroleum and biofuel production, inventories, various modes for moving supplies, import/export trade, terminal and pipeline operations and distribution patterns, and current and future issues affecting the petroleum and biofuel industries.

Directing and monitoring a comprehensive data collection program carried out by survey managers/subject matter experts.

Monitoring and conducting nation-wide studies covering the midstream/downstream petroleum supply sector that are important to agency decision-makers.

Monitoring, evaluating and coordinating statistical projects and studies carried out by other analysts and/or contractor staff.
