The Information Technology and Communications Directorate (ITCD), Solutions Division (Code 730) is looking for a senior IT Specialist to plan, develop and implement a comprehensive IT program that enables the critical mission and operational capabilities of Goddard’s Management and Operations Directorate, one of Goddard’s eight directorates. The Management and Operations Directorate provides business and institutional support and services necessary for the successful accomplishment of the Center’s mission. Its areas of responsibility include procurement operations, facilities management, engineering, construction, protective services, medical services, environmental management, information management, logistics management, and transportation. Virtually all of the functional components required to run a small city or a university campus are found in the Management Operations Directorate. While serving as an ITCD employee, you will be collocated with the Management Operations Directorate.

As an Information Technology Manager, you will serve as the liaison between the Information Technology and Communications Directorate (ITCD) and the Management and Operations Directorate, to ensure effective, tailored IT services to accommodate the specific needs of the directorate. You will leverage your business, technical, and analytical skills and the principles of continuous improvement to ensure that the technical products and services delivered by ITCD meet (or exceed) the directorate's needs, while balancing the drivers of Federal and Agency policies, funding constraints, and customer satisfaction.
You will assess the impact of new policies, business process changes, and IT initiatives on the directorate’s people, processes, systems, and data, and negotiate implementation approaches on behalf of the customer. You will represent the Management and Operations Directorate on Agency or Center level working groups and project teams. You will prioritize the customer’s mission, operational, and user requirements. You will represent the Management and Operations Directorate at project lifecycle reviews and serve as an integral part of the requirements development and acceptance process. You will formulate and implement IT governance, change management, IT budgeting, and other IT process frameworks that support the directorate’s effective management of their supporting data and IT infrastructure.
You will lead teams by selecting team members and forming the teams; developing team charters, schedules, and other project deliverables; and acquiring resources for the team (e.g. contract labor, materials, facilities, funding, etc.). You will facilitate team meetings and report team progress to stakeholders. You will partner with other ITCD divisions to ensure project success and compliance. You will conduct stakeholder analysis and formulate and execute program communications plans.
You will ensure the effective security and privacy of directorate systems and data by: developing and managing IT security planning, architecture, execution, and continuous monitoring; identifying and categorizing the sensitivity of IT systems and data; performing risk assessments; developing plans of action and milestones to remediate findings and vulnerabilities; developing, testing, and executing IT contingency plans; planning for assessment and accreditation; and recommending risk acceptance, based on an understanding of the customer’s mission and operational requirements.
