Summary

This position is located in the Oceanic & Atmospheric Reasearch (OAR), Office of the Assistant Administrator (OAA) with one vacancy located in Silver Spring, MD.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-3 is equivalent to the GS-11/12. The full performance level for this position is a ZA-4. The ZA-4 is equivalent to the GS-13/14.

If you are selected for a position with further promotion potential, you may be non-competitively promoted if you perform successfully and if recommended by management.

Duties

Help

As a Management and Program Analyst, you will perform the following duties:

  • Conduct and participate in policy discussions, presentations and briefings with internal and external audiences.
  • Serve as program and policy analyst for the Office of Oceanic and Atmospheric Research to evaluate issues and to determine the effectiveness of the programs and operations associated with the organization's mission.
  • Advise, review, and coordinate on administrative activities, operations and processes to make recommendations to adjust processes.
  • Draft technical documents including opinions, presentations, white papers, briefing memos, etc.
  • Identify and develop solutions to management activities and establishes guidelines and parameters for project execution, including personnel, workload, and budget.
These duties are described at the FPL ZA-4, the ZA-3 is developmental leading to such performance.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-3 or GS 11 level:

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

  • Researching and studying policies, guidance, and management practices for application to programs and operations;
  • Analyzing of scientific research programs and policies to evaluate the effectiveness and impact they have on organizational programs;
  • Making recommendations on policy issues and improvements to the operations and procedures; and
  • Drafting, revising, and establishing standard operating procedures and documents for a scientific organization.

SUBSTITUTION OF EDUCATION: PhD, or three years leading to a PhD, or LLM, in a relevant discipline.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.

NOTE: Only doctoral education in excess of two years can be creditable for a combination of education and experience.

To qualify at the ZA-4 or GS 13 level:

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
  • Researching and studying policies, guidance, and management practices for application to programs and operations;
  • Analyzing scientific research programs and policies to evaluate the effectiveness and impact they have on organizational programs;
  • Making recommendations for legislation on new or modified legislation for the impact of ocean or atmospheric research programs and on improvements to the operations and procedures;
  • Developing, revising, and establishing standard operating procedures and technical documents for a scientific organization; and
  • Identifying and developing solutions to scientific research programs and management activities.

Additional information

ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of Silver (Well Qualified). ICTAP applicants MUST submit the following documents:

  1. You will be evaluated for this job based on how well you meet the qualifications above.
