Help

At the full performance level, the incumbent of this position will perform the following duties:

• Conduct complex regulatory and civil law enforcement investigations concerning the enforcement of consumer protection statutes and rules under FTC jurisdiction.

• Gather, objectively review, evaluate, and maintain an appropriate chain of custody over evidence and information from various sources, including consumers, businesses, financial institutions, computers, mobile devices, and the Internet, using best practices and forensically sound techniques.

• Interview witnesses and draft comprehensive declarations summarizing consumer experiences to use in litigation.

• Analyze and synthesize bank records, balance sheets, income statements, regulatory filings, annual reports, tax returns, ledgers, statements of cash flow, and other financial documents and reports. Utilize financial documents and reports to assist in identifying the extent of ill-gotten gains and consumer harm, and the location of assets. Draft reports and memoranda summarizing complex financial information from multiple sources.

• Analyze voluminous business records and other documentary evidence.

• Demonstrate expertise in using a wide variety of investigative tools, including software/hardware programs, applications, and databases to develop investigations and support litigation. Prepare case summaries as required and brief appropriate persons.

• Plan, arrange and execute complex investigations, including locating witnesses, interviewing witnesses, and coordinating with appropriate officials from multiple jurisdictions.

• Testify at hearings, trial, and deposition.

• Present conclusions and recommendations orally and in writing, including preparing comprehensive investigator declarations outlining investigative measures.

• Analyze and synthesize voluminous consumer complaint data. Utilize databases to locate potential law enforcement targets and complaint trends.

• Work cooperatively with litigation teams to identify tasks needed for investigation or litigation of matters, and undertake completion of necessary tasks in an efficient and timely manner.

• Perform other duties as assigned, including assisting with consumer or business education or outreach events and participate in consumer protection related joint task force events and meetings.

Qualifications

To qualify at the GS-12 Level, applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal Service obtained in either the private or public sector, performing the following types of tasks: conducting complex consumer protection investigations with limited supervision, including

(1) interviewing witnesses;

(2) analyzing financial records, company records, and consumer complaint data;

(3) drafting investigative affidavits or declarations;

(4) implementing investigative steps based on the nature of the investigation and following leads developed from the information obtained; and

(5) testifying at depositions, trials, hearings, or before grand juries.

To qualify at the GS-13 Level, applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal Service obtained in either the private or public sector, performing the following types of tasks: conducting and directing the full range of functions for highly complex consumer protection investigations, including, but not limited to, planning, arranging and executing investigations with minimal supervision, including

(1) interviewing witnesses;

(2) obtaining and analyzing financial, company, and consumer complaint data;

(3) drafting investigative affidavits or declarations; and

(4) planning and implementing investigative steps based on the nature of the investigation and following leads developed from the information obtained;

(5) testifying at depositions, trials, hearings, or before grand juries; and

(6) generating case leads and developing new investigations.
