The selected candidate will work closely with the ODIG-OCO on Human Capital activities that are related to the OIG's execution of the Lead Inspector General Mission. The selected candidate will provide technical support in the areas of 5 U.S.C. 3161 recruitment, placement and processing personnel actions
Performs internal and external recruitment and staffing services to Lead IG organization.
Drafts job opportunity announcements using USAStaffing or another electronic recruiting tool.
Completes Qualification Analysis on applicant resumes
Completes required electronic documents and ensures processing is complete and in accordance with established measures
Provides human capital briefings to all level of agency employees
Collaborates with other human capital staff to develop effective strategies to resolve problems and deliver quality services to all customers
Performs special projects in assigned areas
This position is being filled using 5 U.S. Code subsection 3161 authority. This excepted service position is temporary and available for 24-months. This temporary position may be terminated early or extended beyond the 24-month period based upon incumbent performance and the needs of the OIG..

Position has been designated as Non-Critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.
New Hires are required to submit to urinalysis to screen for illegal drug use prior to appointment and are subject to random drug testing for the duration of service with DoD OIG. Organizational entities within the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

Qualifications
Mastery in the application of human capital principles, concepts, methods and practices
Knowledge to evaluate complex legislation and project the impact on the Lead IG
Proficient oral and writing communication skills to present clear and concise information, answer detailed questions, write memoranda and effectively explain the status of Lead IG positions.
Education
There is no substitution of education for experience at this grade level.
