Summary

The National Audio-Visual Conservation Center (NAVCC) of the Library of Congress is responsible for the acquisition, processing, preservation, duplication, and reference services for the audio and motion picture collections of the Library. These collections consist of film, magnetic tape (audio and video), digital file, disc, wire, and cylinder recordings and associated catalogs, indices, scripts, contracts, agreements, and logs pertaining to the collections. The NAVCC maintains fully equipped laboratories to handle the recording, preservation, and duplication of these materials.

The Film Laboratory Supervisor at the NAVCC is responsible for the analog and digital preservation of the Library of Congress collection of film-based motion pictures and television. The laboratory works with 35mm and all gauges of safety and nitrate film dating from the earliest surviving American film to the most recent theatrical releases. This position oversees 15 staff with expertise in motion picture conservation, restoration and digital technologies. This staff examines, documents and prepares film elements for duplication using photochemical, digital and digital intermediate workflows.

The film laboratory incorporates a 35mm black and white photochemical motion picture laboratory, a film-to-file scanning operation, and a nascent digital restoration capability. Equipment includes 35mm contact and optical printers (some with wet-gate), black and white film processing, four 4K film scanners, two DaVinci Resolve suites, and two QC screening rooms. Motion pictures and television programs preserved by the laboratory on film are shown at festivals and cinematheques around the world, and in the NAVCC’s theatre. Digital scans are available to researchers and shared with the public on the loc.gov website and on YouTube.

Help

Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; observes worker's performance, demonstrates and conducts work performance critiques.

Establishes guidelines and performance expectations for the staff and clearly communicates these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance.

As a specialist in motion picture laboratory preservation, the incumbent establishes standard procedures to ensure the highest quality work for both photochemical and digital workflow.

Applies technical expertise in digital preservation and restoration techniques to identify hardware and software solutions and to create efficient workflow to maximize throughout while maintaining quality and meeting deadlines.

Directs and monitors research, development, and testing projects for the purpose of information and enlightenment about possible technical advancements in the motion picture preservation program. As necessary, consults with engineers and technicians of commercial equipment manufacturers and with professional research organizations. Also serves as a liaison between the Library and other similar institutions involved with preservation of motion picture films.

Identifies maintenance, equipment, and service needs for the laboratory. Submits budget proposals, drafts contract proposal packages, and manages contacts on behalf of the Library to meet technical and financial goals. As a result, this position requires that the incumbent take the training, acquire official COR, Level 2 certification, and maintain that level of certification by accruing the appropriate level of continuous learning points (CLP's) directed by the Office of Contracts and Grants Management (OCGM).

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to supervise and lead a diverse workforce.**

Knowledge of motion picture film preservation techniques, procedures and processes.**

Knowledge of operations and management strategies for a motion picture library or archival collection. **

Knowledge of motion picture analog and digital formats and technologies and their practical implementation.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
