As the CMS Chief Information Officer (CIO), you will also serve as the Director of CMS's Office of Information Technology. You will enable the CMS strategy and services, as the individual responsible for the technology to make it all possible. This includes Medicare Medicaid, CHIP, and the Federal Health Insurance Exchange (HealthCare.gov), and you will work closely with the teams who deliver those services. You will serve as the thought leader and principal advisor to the agency leadership team on technology - both how it is evolving and how it can enable health care system modernization. You will lead information technology management and modernization for the most significant healthcare payer in the United States, assuring the accuracy and security of sensitive health utilization and payment information for more than 100 million Americans. You will represent the agency on information technology matters in interactions with the Department of Health and Human Services and the Office of Management and Budget and will participate in government-wide CIO council matters. You will lead a talented team of agency technical and program experts to:
Accelerate CMS's adoption of modern technology to enable the implementation of key business and policy goals such as general operations, legislative mandates, as well as agency infrastructure improvement activities. This includes everything from moving programs onto a modern and flexible tech stack, to automating testing and deployments, to security best practices.
Facilitate enterprise level strategic and tactical information technology planning by ensuring optimal alignment of business and system investments across Medicare, Medicaid and Federal Health Insurance Exchange, using existing and new governance models;
Support CMS mission-critical project and program implementation through project planning including development of performance measures, ensuring accountability, and identifying and mitigating risk;
Partner in health information technology standards development and implementation to promote national and regional health data and information exchange, helping to ensure agency and industry-wide interoperability and harmonization; and
Ensure the security of CMS's data and systems by monitoring and responding to emerging threats to process, network and infrastructure security.

Qualifications
All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. Professional/Technical Qualifications (PTQs)

Demonstrated knowledge and experience successfully leading in the design, development, and execution of major technology products, in a complex environment. This should include budget management, risk and security analysis and mitigation, continuous improvement, and sustainable long term management of technology. Demonstrate knowledge of how to think about and fix technical debt.
Demonstrated knowledge and understanding of large, complex, and occasionally legacy IT systems and their components. Have experience modernizing and re-architecting those systems according to business needs. Experience with different modern tech stacks, several hosting environments, and different agile development and deployment practices. Demonstrate experience managing large-scale contracts/vendor relationships in the delivery of complex IT services and systems.
Experience building and leading a high-performing team, through both recruiting and internal cultivation. This should include experience with a large, geographically dispersed organization/group of organizations to achieve a common objective. Demonstrated success in communicating essential aspects of an IT program to various leaders, stakeholders, and decision makers resulting in the development of confidence and trust in the organization's management of IT resources and a close reliance on the technology organization as a key partner in achieving business goals.
