Under general guidance from the supervisor, conducts data analysis to identify and define highway safety problems in assigned program areas, develops and manages programs designed to improve identified highway safety problems, and provides technical assistance to NHTSA Regional Offices, and public and private organizations at the national, state, and local levels in all facets of developing, implementing and evaluating highway safety programs in the areas of motorcyclists, pedestrians, bicyclists, older drivers and school transportation.
Under guidance of the supervisor, represents NHTSA, as directed, in venues such as the annual Lifesavers Conference, National Transportation Safety Board (NTSB), Transportation Research Board (TRB), Governors Highway Safety Association (GHSA), program specific trade associations, and as a NHTSA representative with other similar professional associations. Actively participates in activities by presenting programs and policies and initiating appropriate action, resolutions, and measures to ensure the objectives of NHTSA programs.
Under the guidance of the supervisor, performs a number of writing and editing functions related to planning and implementing the agency's priority programs and initiatives, for use by Agency and Department management.
Conducts necessary research and drafts documents related to a variety of highway safety issues.
Drafts fact sheets, correspondence, brochures, announcements, speeches and testimony.
Develops background material, analyses, and correspondence, as requested.
Works cooperatively and effectively with agency and department teams and work groups, and with external partners and stakeholders.

To qualify for the GS-11 on Experience, you must have one year of equal or equivalent specialized experience:
Experience working with senior leadershipdeveloping, implementing, and evaluating highway safety programs. Providing technical guidance, support, and coordinating program activities involving national, State, municipal, or county organizations involved in highway safety efforts.
To qualify for the GS-11 on Education, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-12 on Experience (in addition to the GS-11, you must have one year of equal or equivalent specialized experience:
Experience independentlydeveloping, implementing, and evaluating highway safety programs. Providing technical guidance, support, and coordinating program activities involving national, State, municipal, or county organizations involved in highway safety efforts.
You cannot qualify for the GS-12 on education, you must have experience.
