As a Building Management Specialist, you will assist the Building Manager with building operations, maintenance, repairs, alterations, historic preservation, recycling, environmental and security in GSA-owned and leased buildings assigned.

Location of Position: Spokane, WA, Oroville, WA, or Richland, WA

Duties

Help

As a Building Management Specialist, some of your major responsibilities will include:


  • Assist Building Manager with building operations, maintenance, repair, alteration, historic preservation, recycling, concessions, safety,
    environmental and security in GSA-owned and leased buildings.
  • As GSA’s customer service representative for assigned buildings, develops and promotes positive working relationships with customer agencies and client personnel, and maintains continuous liaison with building tenants and top management officials of customer agencies and tenants at facilities managed.
  • Works closely with other GSA personnel, customer agency personnel and contractors in the planning, design, renovation, construction, alteration, operation, maintenance, and repair of assigned buildings.
  • Identifies the impact of building activity projects upon tenant agency operations and service delivery and ensures that customer agencies are aware of the schedule and timing of building related activities that may impact upon the clients’ operation.
  • Manages the contracting and leasing administration process as needed on behalf of tenant agencies and GSA.

The GS-09 salary range starts at $49,765.00 per year, if you meet the following qualifications. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

To qualify, you must demonstrate that you meet one of the following:
  • One year of specialized experience equivalent to the GS-07 level of the Federal service. Specialized experience assisting in managing office buildings or other office complexes including improving customer and client agency satisfaction with building services; assisting in negotiation of service contracts and lease provisions; assisting in the preparation of service contracts; assisting in development of maintenance programs; monitoring building operations, maintenance, repair, custodial, recycling, environmental management and alterations, etc. to ensure compliance with agency requirements and industry standards; and assisting with inspections of designated space or facilities; OR
  • a master's or equivalent level degree or 2 full years of progressively higher level related graduate education leading to such a degree or an LL.B. or JD. Such education must be related to the position and demonstrate the knowledge, skills, and abilities necessary to do the work; OR,
  • a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
The GS-11 salary range starts at $60,210.00per year. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

To qualify, you must demonstrate:
  • One year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is defined as assisting in the management of large office buildings or large office complexes including improving customer and client agency satisfaction with building services; assisting in negotiation of service contracts and lease provisions; preparing service contracts; assisting in development of maintenance programs; evaluating and monitoring building operations, maintenance, repair, custodial, recycling, environmental management and alterations, etc. to ensure compliance with agency requirements and industry standards; assisting with budget formulation and execution; and conducting inspections of designated space or facilities; OR
  • Related Education may be substituted for specialized experience: 3 years of progressively higher-level graduate education leading to a Ph.D. or a Ph.D. or equivalent doctoral degree. To be qualifying, graduate education must have provided the knowledge, skills, and abilities necessary to do the work of the position; OR
  • A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

  • Knowledge of qualitative/quantitative techniques & statistical interpretation to perform extensive coordination & fact-finding; evaluate information, & make decisions/recommendations.
  • Knowledge & ability to interpret contract specifications, perform recurring inspections, review contractor performance, & evaluate, document, & ensure quality of services required.
  • Knowledge of Federal acquisition & property management regulations including lease administration; specific knowledge of the Federal Acquisition Regulation (FAR) related to Simplified Acquisition procedures.
  • Knowledge of administration of lease contracts & space alterations.
  • Program knowledge of building management operations to include mechanical/electrical/plumbing/roofing/structural matters & the maintenance of those systems; elevators; operations & energy conservation; custodial & waste mgmt; recycling; art & historic preservation; space alterations; safety, emergency management, environmental management & concessions.
  • Knowledge of building automation systems, advanced metering, CMMS, & related smart building technologies.
  • Ability to integrate knowledge of legal, engineering, architecture, fire & life safety, physical security, food service, finance, asset preservation, HVAC, environment, cost estimation, contracting, lease management to meet technical requirements & respond to client needs.
  • Ability to plan/schedule/balance all technical aspects of multiple tenant requirements to fulfill client agency needs; knowledge of building operational requirements to assess the feasibility & impact of space moves & alterations & minimize adverse impact.
  • Knowledge of building construction, modernization, modification & maintenance requirements to establish & administer management controls/procedures for technical service operations.
  • Working knowledge of financial principles, concepts & practices, budgetary formulation & execution processes.
  • Ability to use strategic thinking in planning for facilities, assets & resources.
