Summary

As an IT Program Manager, you will manage Search.gov, an initiative that supports citizen needs for information, services, and engagement with the government.

Location of Position: This position is located within the General Services Administration (GSA), Federal Acquisition Service (FAS), Technology Transformation Service (TTS), Office of Products and Programs (OPP) in Washington, DC.

The TTS Office of Products and Programs is responsible for maintaining USA.gov and other web sites and applications while ensuring compliance with Federal policies, procedures, and standards applicable to e-Gov activities.

Help

If selected for this position, you will:

  • Develop strategies and formulate policies or procedures on a diverse range of issues with regard to website and related search technologies.
  • Work closely with federal agencies who are responsible for web content, links and other products presented on web sites and pages to ensure quality and functionality for citizens accessing the websites.
  • Collaborate with contractors, systems integrators and technical teams to design and manage systems that meet current and future business requirements for products, applications and infrastructure support.
  • Provide customer support for new and existing users and ensure customer service is maintained.
  • Act as a subject matter expert in all phases of search operations and works collaboratively to advise other agencies on best practices in search engine operation or search engine optimization activities.
  • Market the Search.gov program to federal agencies.

The GS-14 salary range starts at $112,021 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:
  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

    SPECIALIZED EXPERIENCE: Specialized experience is building an internet search operation and determining technical direction while making business and user-centered decisions; requires product management, digital consumer/user insights, contracting, marketing, and data analysis; and enhancing the federal government digital customer experience by addressing citizen needs for information and services.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

  • You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  1. Skill in applying, advanced IT principles, concepts, methods, standards and practices to provide technical advice, guidance and recommendations to management and other specialists on website, search engine operation and optimization, and related search technologies.
  2. Skill in working cooperatively and closely with internal developers and teams of vendors to accurately define requirements, conduct pre-implementation scoping engagements, develop proposals, document business relationships, facilitate development of proposals, and coordinate implementation of projects.
  3. Skill in oral communications to present sensitive recommendations to higher authority, obtain compliance with policies from activities nationwide, articulate positions/policy of vast technical complexity and to represent the agency on task forces. Ability to convey and explain information in a way that facilitates understanding through dialogue, one-on-one conversations, presentations, briefing papers, written reports, etc.
  4. Skill in collaborating and negotiating with vendors and internal and external customers, analyzing business processes, defining opportunities to leverage tools, and facilitate the development of customer relationships and web solutions.
  5. Skill in communicating complex ideas orally and in writing in order to promote web and other supported application programs to effectively accomplish critical business requirements.
