As a Building Management Specialist you will be an intermediate-level trainee who will assist the Building Manager who provides occupants of Federal Government buildings with safe, secure, clean, and sustainable facilities in which to conduct agency business, and may specialize in one or more program areas. The incumbent interacts with building tenants and client representatives on a recurring basis to assess their facility and facility related needs, and to assure that the procedures used to obtain services are responsive and customer friendly. Finally, the incumbent protects taxpayer investments in Federal facilities by facilitating the efforts of appropriate stakeholders to maximize building performance through industry best practices and lifecycle operations and management.

This position is located in the National Capital Region (NCR), Public Buildings Service (PBS) in various Service Centers within Washington, D.C.

Duties

Help

The selected trainee will learn the duties and responsibilities of a GSA Property Manager which includes exercising full responsibility and authority for the day to day operations of a designated building or groups of buildings within the GSA inventory. Examples of developmental duties include:

  • Provides general advice and guidance on work projects.
  • Coordinates, evaluates and inspects building management operational and custodial systems and activities.
  • Assists Building Managers with managing the contracting and leasing administration process as needed on behalf of tenant agencies and GSA.
  • Manages grounds and exteriors including parking structures and lots, site, utilities, landscaping and grounds; snow removal; and exterior building maintenance.
  • Collaborates with the lessor's facility staff to ensure that service levels are delivered as required in the lease and provides technical advice to contractors or their employees concerning work methods.
  • Meets with lessors, property managers and contractors to discuss and potentially resolve complaints or disputes.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Incumbent may be exposed to slippery or uneven ground, falling objects, construction and site conditions, noise, dust and environmental or other discomforts.
  • Must be able to travel to customer offices and GSA sites; a valid driver's license is required.
  • This work is mostly sedentary; however, walking, climbing ladders, crawling under and over equipment, bending, stooping and standing for long periods of time is required while inspecting buildings during field evaluations.

The GS-09 salary range starts at $54,972 per year, if you meet the following qualifications. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

To qualify, you must demonstrate that you meet one of the following:

One year of specialized experience equivalent to the GS-07 level of the Federal service.

Specialized experience is experience assisting in managing office buildings or other office complexes including improving customer and client agency satisfaction with building services; assisting in negotiation of service contracts and lease provisions; assisting in the preparation of service contracts; assisting in development of maintenance programs; monitoring building operations, maintenance, repair, custodial, recycling, environmental management and alterations, etc. to ensure compliance with agency requirements and industry standards; and assisting with inspections of designated space or facilities.

OR

You possess a master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

You possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

  • Ability to communicate both orally and in writing.
