Summary

The selectee for this position will serve as an Engineer in the Structural Acoustics and Target Strength branch of CARDEROCK DIV NS. He/she will work with colleagues, NAVSEA, ONR, and industry to establish Carderock Division as the lead laboratory overseeing S&T and R&D initiatives related to the development and implementation of signature management systems for Navy platforms. The selectee will identify and develop advanced algorithms and data analysis tools, founded upon fundamental hydro and structural acoustics physics, to improve interpretation of ship signatures and to identify signature management solutions in support of the NAVSEA Technical Warrant Holder and major acquisition programs. The selectee possesses expert knowledge of structural acoustic and hydroacoustic design issues, propulsor design practices, fluid-structure interaction, and signature mitigation as required for developing advanced signal processing techniques and custom hardware for unconventional hydroacoustics applications. The selectee will have a working knowledge of advanced signal processing techniques such as wavelet transforms, compressed sensing, time-frequency analyses, and adaptive filtering. He/she should have experience developing reduced-order dynamical system models using advanced mathematical system identification techniques. The selectee will have strong team leadership skills and experience collaborating across the Navy Research & Development Establishment at a high technical level. The selectee will prepare proposals, acquire funding, and lead teams of engineers and scientists to develop signature management solutions. The selectee will have outstanding oral and written communication skills in order to produce first-rate presentations, position papers, and reports to high-level sponsors and Navy leadership.

Help

The successful selectee will perform the following duties:

  • Apply expert level knowledge in submarine systems engineering.
  • Apply expert level knowledge in the areas of submarine hydroacoustics and structural acoustics.
  • Develop advanced real-time signal processing hardware systems and sensing for hydro-/structural acoustics phenomena.
  • Apply knowledge of advanced signal processing techniques, such as wavelet transforms, compressed sensing, time-frequency analyses, and adaptive filtering.
  • Apply expert level knowledge of advanced mathematical system identification techniques.
  • Develop advanced algorithms and data analysis tools to interpret ship and/or scale-model signatures using computer languages/programs including C, MATLAB, and Simulink.
  • Develop and implement signature mitigation techniques and signature management solutions on submarines.
  • Provide technical guidance to and direct teams of engineers and scientists across the Navy Research & Development Establishment and industry.
  • Produce first-rate presentations, position papers, and reports to high-level sponsors and Navy leadership.

Qualifications

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.?

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)?

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.


In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 pay band (GS-12/13 equivalent) in the Federal service or equivalent experience in the private or public sector as a professional engineer developing, encoding, or executing advanced algorithims or data analysis tools for the purpose of acoustic ship signature management or mitigation.
