The Senior Executive Service (SES) is comprised of the men and women charged with leading the continuing transformation of government. These leaders possess well-honed executive skills and share a broad perspective of government and a public service commitment.

The Executive Director, Security Operations oversees the daily operations of the VA's Security Operations Center (SOC) and ensures that the department provides advice and recommendations on sensitive issues related to policies and procedures as they pertain to information security operations, emergency preparedness and continuity of operations. The Executive Director ensures all information security programs are properly managed and that proper information security guidance is disseminated to the Security Operations and Business Continuity staff. The Executive Director ensures that operations within the SOC are maintained and the incident response program is operational. The Executive Director, Security Operations is delegated authority to oversee Information Security and speak on behalf of the Deputy Chief Information Officer for Information Security, Chief Information Security Officer (CISO) in their absence.
The Department's structures its SES positions into pay bands. This is a pay band 3 position and the salary range is $124,406 - $172,100. Exceptions to the cap of the range may be considered in certain circumstances.

Help

This position serves as the Executive Director, Security Operations, in Washington, DC within VA's Office of Information Technology (OIT), Office of the VA Chief Information Officer (CIO). This position reports to the Deputy Chief Information Officer (DCIO) for Office Information Security. The responsibilities include, but not limited to the following:

  • Serves as the expert authority for coordinating agency and government-wide compliance with current agency, federal and presidential directives regarding information security operations and continuity of government activities.
  • Leads the planning, development and coordination of agency and governmental level information security programs, strategies, and operations, using IT security theories and concepts, project management methods, concepts, and practices, to ensure protection of the Department's IT infrastructure and information.
  • Leads the response to emerging issues and the development of continuing requirements for the SOC.
  • Leads the coordination of efforts for security operations with other federal agencies.
  • Leads the organization's security operations professionals, who provide incident response and active security monitoring of the Department's critical information resources and business continuity operations.
  • Leads the planning, developing and execution of budget activities and obtaining necessary resources to enable the information security operations program to effectively complete its assigned objectives.
  • Represents VA leadership to external entities such as interagency groups, public forums, congressional requests and briefings, in order to obtain understanding and support for the information security operations program.
  • Leads the development of the VA's information security operations policies and represents the VA's interest and policies to external federal, state and local governments and agencies, as well as, corporate entities.
  • Monitors work status through formal and informal means to evaluate progress toward objectives using surveys, statistical analysis, internal metrics and reports. Conducts personal evaluations, as well as, informal means for evaluating program and operational effectiveness.

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

TQ1: Ability to plan, design, develop, deploy, and manage security, and incident response including, but not limited to, audit management and overseeing the development of consistent policies and procedures to mitigate findings.

TQ2: Demonstrated experience in managing security operations center processes that include the integration of cloud security.

TQ3: Demonstrated experience in overseeing cyber intelligence and threat analytics through the implementation of cyber security strategies and reporting tools to gather, identify, and mitigate Advanced Persistent Threats.
