Summary

As a Supervisory General Engineer, you will serve as Team Manager/Supervisor within a Service Delivery Division (SDD), Public Buildings Service (PBS), National Capital Region (NCR). As the Team Manager, you will be responsible for the staff supervision, management, direction, business management, and control of construction projects ranging from small size projects involving expenditure of hundreds of thousands of dollars to medium and large size projects involving expenditures of millions of dollars over a multi-year period.

Location of Position:

National Capital Region, Public Buildings Service, Office of Design and Construction, Washington, D.C.

The Office of Design and Construction is responsible for providing assistance in planning, programming, design, procurement and construction management for Federal facilities located in campus environments throughout the National Capital Region. The office also provides project management services for major construction projects, modernizations, lease construction projects, renovations, and repair and alteration projects.

Help

As a Supervisory General Engineer, you will perform the following duties

  • Directs, manages, oversees, and controls several types of projects that usually require two or more years to complete and include multi-million dollar size projects for new construction and major modernization of existing building, repair and alterations of buildings, reimbursable projects for client agencies and mini-size projects done in Government buildings.
  • Determines whether projects will be accomplished by in-house personnel or by contract construction managers. Participates in planning and scheduling all aspects of renovation and construction of project resources, including time, materials, and funds. Determines engineering standards and project management controls for inclusion in statement of work products which are incorporated into contracts. Develops modules for project cost and materials estimating. Assures attainment of established project goals within specified schedules and budgets.
  • Reviews and evaluates project results in relation to planned objectives. Evaluates effectiveness of projects through personal reviews and analysis of computerized program data.
  • Represents the SDD and PBS regarding projects with numerous officials and groups and organizations both within and outside of GSA. Serves as primary contact and liaison with architects, contractor construction managers and participating agencies, advising client agencies and contractors of GSA policies and requirements applicable to construction and renovation projects.

  • Serve a one year supervisory or managerial probationary period, if required.

The GS-14 salary range starts at $112,021 per year.

BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience. For specifics on qualifying education and/or experience - use the following link: Basic Requirements for Engineer Positions.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. To qualify, you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is applying concepts, practices, and methodologies to manage large complex construction projects. Such experience must reflect experience performing planning, schedule, budgeting, estimating, cost analysis and control, tracking, reporting and forecasting for such projects.

  • Skill in interpersonal communications necessary to collaborate with a variety of individuals to accomplish major project tasks and milestones.
