Reviews for legal sufficiency and renders legal opinions and gives legal advice on such subjects as contracts and contract modifications for supplies and services, appropriations, garnishments, regulations, Federal Property and Administrative Services Act, Freedom of Information Act, Small Business Act, and other laws, regulations and subjects applicable to the mission and programs of GSA.
Represents the interests of the Government in hearings before the federal and state regulatory commissions, the Board of Contract Appeals, Government Accountability Office, Agency Protest Official Court of Federal Claims and other administrative boards, including ascertaining facts, prepares litigation reports and assists the Department of Justice in suits by or against the Government filed in United States District Courts or Claims Court. Assists other staff attorneys in legal reasearch and analysis associated with all aspects of regional operations.
Reviews for legal sufficiency and gives legal advice on invitations for bid, solicitations of offers, contracts, modifications and supplemental agreements for leases, construction, alteration and repair of public buildings, disposals.
Provides legal staff assistance and support regarding acquisitions, lease administration, or disposal of real property, including preparing title opinions, contracts, mortgages, conveyances, releases and other legal documents, and participating in consummation of many varied disposals, exchanges, transfers and donations of real property.
GS-14 Duties:
Provide legal advice and services related to real property lease, buildings and space management, site acquisition, and real estate design and construction, including personal property and environmental laws.
Responsible for representing GSA in litigation matters Board of Contract Appeals, the Government Accountability Office, Federal courts and other administrative fora, including planning litigation strategy, organizing all aspects of a case; performing legal research; preparing pleadings, interrogatiories, answers, motions, etc.; conducting discoveries; interviewing material witnesses and other persons; reviewing and analyzing documents contained in Government files and documents obtained on discovery for the purpose of evaluating the merits of a case and preparing for trial; conducting negotiations; preparing and delivering oral argument; and performs all functions at trial required for the vigorous presentation of the case. Cases may involve the wide array of Public Building Services activities, including regulated utilities; leasing, building and space management, site acquisition, environmental legal problems, and property utilization and disposal activities.
Prepares, reviews, approves and interprets leases, lease extensions, lease renewals, lease termination's, restoration agreements, settlements in lieu of restoration, permits, licenses, bid forms and contracts for building services, regulatory material prepared in GSA, and outgoing correspondence, deeds of grants, gift and exchange, proposals for exchange of non-excess property in the active inventory of Public Buildings Service in lieu of cash for the acquisition of property for an authorized GSA program use, proposals to sell, acceptances, escrow agreements, easements, requests to Attorney General for commencement of condemnation proceedings and declaration of taking, and prospectuses for the construction of public buildings.

The GS-13 salary range starts at $91,447.00 per year. The GS-14 salary range starts at $108,064.00.
