The Clinical Center is the clinical research hospital for the National Institutes of Health. It is one of the largest medical research hospitals in the world. Through clinical research, clinician-investigators translate laboratory discoveries into better treatments, therapies and interventions to improve the nation's health. The Clinical Center (CC) is the 200-bed research hospital and ambulatory care research facility in Bethesda, Maryland that supports the Intramural Research Program (IRP) of the National Institutes of Health. It is the largest inpatient facility in the country devoted exclusively to clinical research, and provides a full range of services from ambulatory clinical to critical care and special procedures.

The Supervisory Pharmacist (Informatics) serves in the Office of the Chief. The Office of the Chief provides supply chain management services in support of a robust and secure medication-delivery infrastructure, business process engineering services in support of pharmacy workflow and processes within the hospital, and informatics and technology services to support the integration of informatics and technology into the medication-use process.

The primary purpose of the Supervisory Pharmacist (Informatics) is to provide leadership and direction in the planning, evaluation and implementation for internal and external state-of-the art, Clinical Center-wide, pharmaceutical technologies to promote safe medication use. The Supervisory Pharmacist (Informatics) oversees pharmacists who analyze, maintain and support the various Clinical Center Pharmacy systems and interfaces through communication and collaboration with the IT and ancillary departments to promote safe, accurate and efficient prescription dispensing and administration of medication in the Clinical Center.

Help

The ideal candidate will have experience serving as a Pharmacy department informatics supervisor supporting both investigational and operations related activities. The ideal candidate will also have a detailed understanding of aseptic technique, pharmacy automation/technologies, regulatory and manufacturing standards (i.e., USP, TJC, DEA, and FDA) and hospital pharmacy operations.

As a Supervisory Pharmacist (Informatics), your typical work assignments may include:

  • Performs the full range of supervisory responsibilities to include planning, assigning, and directing the work to be accomplished, insuring timely performance of satisfactory amounts and quality of work; giving advice, counsel, or instruction to employees on both work and administrative matters.
  • Evaluating the work performance of subordinates; interviewing and making selections for positions; hearing and resolving complaints.
  • Effecting minor disciplinary actions; and finding ways to improve production or increase the quality of the work directed.
  • Providing authoritative advice in the translation of scientific protocols, patient privacy, medication safety, regulatory and administrative requirements of the Pharmacy Department.
    Serving as a recognized domain authority on informatics and information technology systems related to pharmacy practice and using technical expertise to develop and interpret policies to assure a safe medication use system throughout the Clinical Center
  • Provides consultative support for medication inventory catalog maintenance; pharmacy informatics operations support; software customization; upgrade planning, implementation and testing; database management and mining; training systems; in cooperation with DCRI (Department of Clinical Research Informatics), and other system stakeholders, development, testing, maintenance and troubleshooting of interfaces between PIS software and CPOE, laboratory and other clinical information systems, and various pharmacy automation technologies.
  • Supporting the Sunrise Medication Manager (SMM) Pharmacy Information or equivalent System (PIS), Pharmacy software interfaces and connectivity with pharmacy robotics and other automation systems such as unit-based automated dispensing cabinets and point-of-care bedside medication scanning technologies, as well as CC business systems and NIH big data collaboration initiatives (BTRIS).
  • Evaluating new software or upgrades to existing systems to assure that it performs as indicated, then preparing demonstration scenarios to engage Departmental management and clinical staff as appropriate in the decision to utilize the functionality.
  • Working with the DCRI, vendors, Departmental software owners and support staff to develop, enhance, and maintain interfaces between the various clinical systems as changes to the structure of any of these systems, or the methods of communication between them occur.
  • Working with the DCRI and the Executive Information System technical and management staff to develop and maintain fiscal data reporting for the contributions of the various Institutes to the medication expenses of the Clinical Center: The data must be continually monitored to adjust for changes in expenses for pharmaceuticals, assignment of labor category for new prescription items, and patterns of usage to assure that costs and charges are synchronized.

You qualify at the GS-0660-14level, if you meet the following qualification requirements:

Basic Qualification Requirements:

Education:

A doctoral degree in Pharmacy that is recognized by the Accreditation Council for Pharmacy Education (ACPE) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Licensure:
All applicants must have passed the North American Pharmacist Licensure Examination (NAPLEX) and the Multistate Pharmacy Jurisprudence Examination (MPJE).

All applicants must be licensed to practice pharmacy in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition to meeting the basic requirements, the following amount of specialized experience is required to qualify for positions at GS-14. You must demonstrate in your resume at least one year of qualifying experience equivalent to at least the GS-13 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: developing new approaches, methods or techniques in resolving operational pharmacy informatics operations support to include software customization and upgrade planning, implementation and testing; providing consultative support for medication inventory catalog maintenance; and managing databases, training systems and performing troubleshooting of interfaces between laboratory and other clinical information systems and pharmacy automation technologies.
