Summary

As a Program Analyst, you will be responsible for providing analysis of a variety of subject matter relating to the effectiveness of assigned regional/Central Office program operations.

Location of Position: The position is located in The General Services Administration, Federal Acquisition Service, Information Technology Category.

The Federal Acquisition Service, Information Technology Category is responsible for providing access to private sector IT & telecommunications solutions for federal, state & local government agencies. ITC works with federal agencies, OMB & industry to create common solutions for IT services, hardware, software, telecommunications, cyber security, & identity management. 98% of federal agencies use ITC solutions. ITC works with the Office of Federal Procurement Policy & the Office of the Federal Chief Information Office to develop & implement acquisition and technology initiatives such as strategic sourcing, category management, cloud, cyber, enterprise licensing agreements for software, desktop configurations & data center optimization. Help

The selectee will be responsible for the following:

  • Monitors, evaluates and/or executes assigned programs and initiatives. Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives.
  • Performs studies requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action.
  • Conducts analytical studies that are of special interest to specific functional activities or programs, and participates in sensitive aspects of the program. Studies oftentimes include evaluation of data that is sensitive in nature.
  • Prepares and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation.

The GS-09 salary range starts at $54,972.00 per year.

The GS-11 salary range starts at $66,510.00 per year.

The GS-12 salary range starts at $79,720.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. To qualify, you must demonstrate the following:

GS-09:

One year of specialized experience equivalent to at least the GS-07 level in the Federal service. Specialized experience equivalent to the GS-7 level in the Federal service. Specialized experience is defined as making suggestions to improve programs or organizations; preparing analysis to construct business proposals; preparing materials used to present to management and/or senior staff and communicating with a wide variety of audiences. -OR- Possess a master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD.

GS-11:

One year of specialized experience equivalent to the GS-09 level. Specialized experience is experience analyzing and evaluating the effectiveness of programs to improve business and management practices. Such experience includes the following: conducting routine studies of statistical, descriptive, or evaluative information, materials, and data; preparing and delivering briefings to management and/or senior staff employees on study findings and recommendations; and assessing or assisting in the assessment of organizational performance against established goals and objectives. -OR- Possess 3 full years of progressively higher level graduate education or PH.D or equivalent doctoral degree.

GS-12:

One year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is applying analytical and evaluative techniques to identify, research, and propose recommendations, solutions, or improvements to the management of an organization.

  • Knowledge of qualitative and quantitative techniques required to analyze the effectiveness and efficiency of assigned programs; ability to identify problem areas, conduct research, select and evaluate technical data and to make decisions or recommendations for action based on consideration of all aspects of a problem.
  • Knowledge of program analysis, management and evaluation methodologies, including the organizational theories and research principles necessary to perform broad, far-reaching studies impacting regional and agency operations.
  • Skill in interpersonal relations and in written and oral communications required to explain and negotiate requirements and/or implementation of program initiatives; ability to present findings and conduct formal meetings in a concise and professional manner.
