Serve as Procurement Analyst, advisor, and focal point in the Headquarters Office of Procurement responsible for the coordination of major program/procurement matters to support assigned Headquarters Administrator Staff Office(s), Mission Directorate(s), Mission Support Directorate Office(s) and assigned Center(s).
Engage Centers, Mission Directorates and/or Officials in Charge early in the acquisition planning process to ensure the overall acquisition approach is developed in accordance with the FAR, NASA FAR Supplement, and Procurement Tenets so that contractual instruments are awarded that effectively and efficiently support the Agency's Strategic Goals.
Direct projects involving complex procurement processes and functions covering the entire spectrum of the acquisition life cycle and provide guidance in the resolution of complex procurement problems, utilizing cost/price analysis and analytical concepts, associated with large dollar value, complex procurement arrangements for major space systems, aeronautical and space technology research, science missions and development projects and services.
Conduct briefings and provide recommendations to senior level officials on critical aspects of major acquisitions and programs and make recommendations for improvement. Provide expert advice on procurement actions of national scope, including policy interpretation, strategic sourcing, GAO and agency protests, risk mitigation and new federal initiatives. Provide expert technical leadership and consultation in the area of competition, market research and small business program throughout the acquisition process.
Serve as the procurement advisor on all source evaluation activities for major acquisitions and other mission critical programs to ensure compliance with Federal and agency regulations.
Serve as recognized agency expert for reviewing and approving procurement strategy, plans and techniques for major acquisitions and other mission critical programs involving exceptional controversy, legislative interest or initiatives. Issue Federal level and Agency-wide policy and procedural guidelines on increasing the effectiveness, efficiency and uniformity in the management and administration of acquisition programs. Issue and communicate as necessary policy, procedures, and guidelines to Headquarters Offices and Centers to ensure compliance with government-wide requirements.

A. Certification: Possess a valid level III Federal Acquisition Certification-Contracting (FAC-C) or level III Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification, OR
B. Training: Completion of all mandatory training prescribed by the head of the agency for level III Federal Acquisition Certification-Contracting (FAC-C) (http://www.hq.nasa.gov/office/procurement/Trainreq.doc), and at least 4 years of experience in contracting or related positions. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
C. Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000, including positions at the same grade if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
