The Denver VA Eastern Colorado HealthCare System (ECHCS) is complexity level 1a and provides a full range of state-of- the-art patient care services. We are also in the final stages of construction on a new replacement Medical Center. Once completed, the new Rocky Mountain Regional VA Medical Center will be one of the largest and newest VA hospitals in the US. The RMR VAMC will be a 182-bed hospital which will include a 30-bed spinal care injury treatment center. Located on the world class Anschutz Medical Campus, the new VA hospital will neighbor with the University of Colorado Hospital, the Children's Hospital of Colorado, and the University of Colorado Schools of Medicine, Nursing, Dentistry, Public Health and Pharmacy. Denver offers a mild climate with year-round recreational activities, diverse cultural attractions, excellent schools and a wide range of housing options, lifestyles and sports. It will provide tertiary care and services to over 92,000 patients and is a major referral center for veterans living in Wyoming, Montana, Kansas, and New Mexico. ECHCS serves as an educational and research center, it is highly affiliated with medical and educational institutions. Health Care Services are provided at 15 different geographically dispersed locations incorporating nine Community Based Outpatient Clinics, two Primary Care Telehealth Outpatient Clinics, one Community Living Center, Homeless Veteran's Domiciliary, a Community Referral and Resource Center, a Polytrauma and Blind Rehabilitation Center and VA presence on two DOD bases; Fort Carson and U.S. Air Force Academy covering a geographical area of over 40,000 square miles. ECHCS employs over 3,000 personnel in 150 occupations.

Help

This position is multi-graded. If selected at the lower grade GS-9 you will be eligible for promotion to the GS-11 non-competitively after one year of satisfactory performance.

The Public Affairs Specialist in the Communications Section of the Directors Office at the Veterans Affairs Eastern Colorado Healthcare System performs work related to public affairs and communication activities such as responding to media inquiries, generating media interest, and coordinating agency information and outreach programs, etc. Assists in the organization and coordination of print and broadcast media interviews and news conferences with subject matter experts. Uses a variety of communication techniques and methods including print, broadcast, and electronic media to convey the VA mission and its role in the community to various stakeholders. Other duties include but are not limited to the following:

  • Writes news releases, feature stories, speeches, information packets, media kits, and fact sheets and produces various graphic materials such as newsletters, flyers, brochures, and executive correspondence..
  • Establishes, maintains, and updates a facility events calendar.
  • Reviews news coverage on VA-related topics to keep staff apprised of relevant issues.
  • Provides news clippings to the Regional and VISN Public Affairs Offices, and other key VHA and VA officials in a timely manner.
  • Assists Public Affairs Officer with protocol and deadlines for VA Eastern Colorado.
  • Primary point of contact for Colorado Springs and Southern Colorado CBOCS.
  • Will act as Webmaster and assume all duties in the absence of the Webmaster.
  • Involved in marketing and marketing programs involving VA Eastern Colorado. Performs other related duties as assigned.

Physical Requirements: Work is usually performed sitting at a desk however some assignments may involve extended periods of walking, standing, bending, and stooping to execute logistics for special events or to accompany media crews or other special groups. Incumbent is also required to regularly pick up loads of 15 pounds such as boxes of newspapers and other literature and to push carts of supplies.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2017.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Grade 09 -

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in writing news releases, feature stories, speeches, creating fact sheets, event planning, electronic media, broadcast and news conferences. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. (Example: The position to be filled is a Management Analyst, GS-343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.)
GS-11 -
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in writing news releases, feature stories, speeches, creating fact sheets, event planning, electronic media, broadcast and news conferences. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LLM., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. (Example: . (Example: The position to be filled is a Music Specialist, GS-1051-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education in music. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
