Salary Range:
AD-0201-09: $54,972 - $71,467 / Per Year
AD-0201-11: $66,510 - $86,460 / Per Year
AD-0201-12: $79,720 - $103,639 / Per Year

As a Human Resources Specialist AD-0201-9/11/12, your typical work assignment may include the following under supervision:

Human Resources Specialist
AD-0201-09
This position was established at less than the full performance level for recruitment and training purposes. Upon demonstrated ability to perform duties at the higher level, the incumbent may be promoted to the next higher level.

The duties of this position are identical to the found at the next higher level, Human Resources Specialist, AD-0201-11 with the following exceptions:

Knowledge required by the position:

Knowledge and skill in applying basic principles, practices, laws and regulations of human resource staffing to:

  • Advise management officials on appropriate application of various types of appointments
  • Advise on procedural and regulatory requirements
Supervisory Controls
The supervisor outlines or discusses possible problem areas and defines objectives, plans, priorities and deadlines. Assignments have clear precedents requiring successive steps in planning and execution. The incumbent independently plans and carries out the assignments in conformance with accepted policies and practices; adheres to instructions, policies and guidelines. The supervisor provides assistance on controversial or unusual situations that do not have clear precedents. Reviews completed work for conformity with policy, the effectiveness of the incumbents approach to the problem, technical soundness and adherence to deadlines.

The incumbent of this position has promotion potential to the next higher grade which is AD-0201-11 and may be promoted to that level provided the incumbent has demonstrated ability to perform the higher level duties.

Duties:
The duties and responsibilities of this position are identical to those found at the full performance level AD-0201-12, with the following exception:

Supervisory Controls
Supervision is provided in terms of problem areas, objectives, priorities and deadlines; assignments have clear precedents and the employee carries out the work according to instructions. Work is reviewed for technical soundness, approach and adherence to instructions and deadlines.

The incumbent of this position has promotion potential to the next higher grade which is the full performance level at AD-0201-12 and may be promoted to that level provided the incumbent has demonstrated ability to perform the higher level duties.

Human Resources Specialist
AD-0201-12 (Full performance level of position)
Duties:
  • Performs internal and external recruitment and staffing services to Lead IG organization.
  • Prepares job opportunity announcements using USAStaffing or an alternative on-line recruiting tool. Prepares/Issues certificates of eligible.
  • Processes various actions, such as: promotions, reassignments, new appointments, conversion to new appointments, resignations. Reviews these requests for adequacy and accuracy, identifies any problems or discrepancies and resolves or recommends resolution.
  • Completes required electronic documents and ensures that processing is complete and in accordance with established measures.
  • Applies knowledge of the organizational climate and culture, and the strategic goals of the OIG in recommending staffing approaches.
  • Completes required electronic recordkeeping in accordance with law, regulation, OIG and Human Capital operating policies.
  • Participates in information sessions with HCM staff, advising on issues in area of responsibility.
  • Performs special projects in assigned areas.
Knowledge required:
  • Knowledge of and skill in applying specific law, regulation, policy and practices in recruitment and placement.
  • Ability to use a variety of internal and external recruitment strategies to aid in strategic recruitment plans.
  • Skill in written communication sufficient to prepare and present information and to advise management and employees.
This position is being filled using Schedule A, 213.3199, 5 U.S.C. subsection 3161 authority. This excepted service appointment is temporary and NTE 36 months. This temporary appointment may be terminated early or extended beyond the 36 month period based upon incumbent performance and the needs of the OIG.

Other Position Requirements
Position has been designated as Non-Critical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.

New Hire is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

U.S. Citizenship is required for this position.

The incumbent must adhere to the DoD Standards of Conduct.
