Summary

This position is located in the Office of Public Affairs (OPA), Office of the Administrator. The Office of Public Affairs develops and implements guidelines for the effective use of publications, serves as Agency-wide point of contact for the planning, development, and review of all Agency print products intended for the public and targeted audiences, ensuring effectiveness, accuracy, relevance and that Agency communications requirements are compatible with the Administrator’s priorities and goals. The incumbent oversees OPA’s management and administrative functions for the Immediate Office, Office of Media Relations, Office of Internal Communications, Office of Web Communications and the Office of Multimedia.

The Principal Deputy Associate Administrator (PDAA) serves as advisor to the Associate Administrator (AA) on administrative and management matters. In the advisory capacity, the incumbent provides support to all members of OPA’s management team to ensure that policies and procedures are properly prioritized, interpreted and implemented. The incumbent oversees and, in coordination with the immediate supervisors, develops, plans and manages the budget, human resources, records management, facilities, and computer strategies within OPA. The Principal Deputy Associate Administrator directs the Web Communications and the Office of Multimedia.

1. Serves as Principal Deputy Associate Administrator (PDAA) for OPA. In this capacity, the PDAA provides strategic advice to the Associate Administrator for Public Affairs on issues related to policy and procedures; works in close coordination with the political Deputy Associate Administrator to execute decisions made by the Associate Administrator. The PDAA may represent the Agency in coordinating and providing technical assistance between Headquarters/Regional components and State/Local governments and the public in addressing broad, cross-cutting public affairs issues. 2. Develops and oversees processes to plan and track the utilization of resources; this includes, but is not limited to, identifying strategies and priorities in all administrative management areas, such as personnel, facilities, and budget. Provides expert advice and technical assistance to the Associate Administrator and Deputy Associate Administrator for OPA on internal management assessments. Develops and implements management strategy to implement final decisions. Coordinates efforts with other Agency offices to link the office’s strategic plan to the overall mission/goal of the Agency.

3. Directs the Offices of Web Communications and Multimedia and provides oversight for broad overall operations. In coordination with the immediate supervisor, oversees the development and implementation of budget and computer security plans as well as the prioritization of all projects and assignments to ensure they link the OPA with the Agency mission and goals. Develops annual operating work plans, objectives and budget for the organization.

4. Represents OPA on workgroups and task forces with Headquarters program and Regional offices to implement the goals of the OPA and the Office of the Administrator. Represents OPA at the AO Staff Office Directors’ meetings conducted by AO’s Deputy Chief of Staff. Works closely with OPA staff and management to gain knowledge, exchange information, resolve issues, and/or discover opportunities that can assist OPA to meet its mission and objectives. Serves as a resource to OPA’s management in identifying new ways to use information systems to increase the effectiveness and efficiency of OPA.

5. Serves as OPA’s contact with other offices within the Office of the Administrator, as well as EPA’s administrative components (OARM, OHR, FMSD, etc.). Works with these organizations to assess the impact of emerging issues on administrative and budget initiatives. Provides the OPA perspective to other AO offices to be folded into their planning and decision-making process. Provides the lead in developing, updating and implementing OPA’s administrative office policies and procedures to provide guidance and uniformity in all office operations, activities, and management systems.

6. Is delegated signature authority for the AA for documents relating to OPA’s management operations, such as budget-related documents; procurement documents; approval of time and attendance including approval of leave, overtime and compensatory time; travel authorizations and reimbursements; and personnel documents for recruitments, promotions and awards. Serves as the Approval Official on Bankcard purchases.

7. The PDAA takes the primary responsibility for leading OPA’s management team in strategic planning, budget planning and establishing human resources practices and policies. As such, the PDAA oversees the evaluation of employee performance, recommends incentives, initiates corrective actions, keeps employees informed of OPA’s and Agency policies and procedures, counsels employees as appropriate, etc. In addition, provides leadership in the development and implementation of OPA’s operating procedures and policies.

8. Exercises full responsibility to effectively support EEO/Affirmative Action Plan and communicates this support to subordinates. The PDAA will lead in the implementation of Agency policies as they pertain to overall quality of work life and employee relations.

9. Serves as the Deputy Ethics Official for OPA, responsible for providing ethics advice to employees, reviewing their confidential financial disclosure forms, examining requests for outside activity, and assessing requests to accept travel expenses from non-federal sources .

10. Performs other related duties as assigned by the AA based on the needs of the office.

Qualifications

ES-0340 series: The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

Applicants must have one year of experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to perform successfully. You will be evaluated on the following Executive Core Qualifications. Please provide a narrative not to exceed two pages per ECQ and not more than 10 pages.

ETHICS: The Ethics in Government Act, PL 95-521 requires the applicant selected for this position to submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment.
PROBATIONARY PERIOD: Must complete 1-year SES probation period, if not previously completed.
