Summary

This position is located in the Oceanic and Atmospheric Research (OAR), Atlantic Oceanographic & Meteorological Laboratory (AOML), Miami, FL.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-03 is equivalent to the GS-11/12.
The ZP-04 is equivalent to the GS-13/14

The full performance level of this position is ZP-04.

This position is also announced under vacancy number OAR-AOML-2017-0017, which is open to all US Citizens or Nationals. You must apply to both announcements if you want to be considered for both.

Help

At the ZP-04, the individual selected for this position will:

  • Lead a group conducting marine ecological research to advance NOAA’s mission and improve the management of NOAA’s trust resources
  • Secure extramural funding for a group to conduct marine ecological research
  • Publish findings in the peer-reviewed literature to advance the field of marine ecology
  • Serve on regional, national, and international scientific committees aimed to improve the marine ecological research being carried out in support of NOAA’s mission
  • Communicate findings of research to the scientific community, resource managers, and within NOAA
  • Procure sufficient funding to support divisional research programs and collaborate with other AOML/OCED principal investigators
  • Contribute to the development of major scientific programs within NOAA and other federal agencies
  • Publish research results in peer-reviewed literature and present findings at national and international scientific meetings
  • Serve as supervisor, as necessary, for scientists and/or technicians to attain research goals.
  • Contribute to the development of research projects that will advance our scientific and technical knowledge of marine research ecology, or a related discipline, by formulating research ideas, obtaining funding for research projects, and leading research projects
The ZP-03 is developmental leading to the performance of the duties described above.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: http://www.opm.gov/qualifications.

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience or a substitution of education for experience in order to be found minimally qualified. You must meet the following basic education requirement:

Degree: Biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

-AND-

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-03:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirement listed above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-02 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

  • Supporting a lead investigator responsible for reviewing peer authored literature, research publications and other articles in marine ecology.
  • Contributing to a research group that conducts marine ecological research.
  • Supporting a team responsible for securing funding to conduct marine ecological research.
  • Communicating research findings to resource managers and other audiences through peer-reviewed publications.

EDUCATION SUBSTITUTION: Master's or equivalent graduate degree in ecology, restoration ecology, aquatic ecology or other field directly related to the position that has equipped the applicant with the knowledge to perform the work.

COMBINATION: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.

To qualify at the ZP-04:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirement listed above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-03 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
  • Providing technical supervision over a group of mission supporting scientist and engineers in marine ecology research or related marine biological disciplines.
  • Investigating physical, chemical and biological processes from near shore to Bluewater systems.
  • Analyzing a variety of multivariate datasets describing the distribution of living marine resources.
  • Serving as lead investigator for reviewing of peer authored literature, research publications and other articles in marine ecology.

Additional information

CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100. A copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement;
  2. A copy of your SF-50 “Notification of Personnel Action” documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Skill in obtaining funding to conduct marine ecological research over the past 5 years.
  • Ability to lead scientists for an applied marine ecological research group.
  • Ability to represent scientific organizations on regional, national, and international committees.
  • Ability to work on multi-organizational committees or teams.
