This is a Student Trainee position under the Pathways Internship Program. The employee works as part of a project team, and is given specific tasks to perform, including data gathering and data analysis using a variety of specified analytical techniques. Potential types of projects to be supported include: program, project and operational test evaluations; industry and cost studies; benefit cost studies supporting regulatory action; and forecasting.
The ideal candidate for this position is receiving an undergraduate degree in economics and enjoys and is good at applied research. We believe in revealed preference. This is a temporary internship to complete project work that is temporary in nature. Appointments are expected to start no earlier than May 2018.
Upon graduation and completion of program requirements you may be non-competitively converted, without a break in service, to a term (time-limited), career, or career conditional (permanent) appointment in the federal government with a GS-12 full performance level, such as an Economist. Grade level upon conversion will be determined by management and neither conversion nor promotion under this Program is guaranteed.

As an Economist Intern you will perform duties involving basic principles of economics and you will work as a member of one of Volpe’s organizational teams. Complexity of duties increases with experience.
Major duties may include:
• Performing specific, well-defined tasks supporting senior staff developing methodology for and conducting analyses of transportation economics.
• Providing support in cost/benefit analysis of applications being developed to assist advanced technology, hazardous materials, and other programs.
• Providing support to senior staff conducting analyses of national and urban transportation policies and technologies.
• Using knowledge of econometrics and industrial organization or market structure, public economics, public policy, or public sector decision-making.
• Traveling to field sites for testing or assignments and performing other related duties, as appropriate. Areas of study may involve: industrial organization, urban economics, public economics or public policy, program test evaluations, industry and cost studies, benefit cost studies supporting regulatory action, and forecasting.
CONDITIONS OF EMPLOYMENT:
If selected, you will be required to sign a Pathways Participant Agreement. Interns may work full-time during the summer and a flexible part-time work schedule during the school year (based on agency needs) while continuing their education.
You will be in a trial period throughout your entire Pathways Internship appointment. If selected by management, you are required to complete a Declaration for Federal Employment (OF-306) to determine your suitability for federal employment and to authorize a background investigation.
This is an Excepted Service appointment. As part of the Pathways Internship Program, the appointment may be extended until the selectee’s educational program requirements have been completed.
This announcement may be used to fill multiple part-time or full-time internship positions.
