Summary

This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of National Marine Sanctuaries (ONMS) in Kihei, Hawaii.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-04 is equivalent to the GS-13/14.

The full performance for this position is ZA-04.

Cost of Living Allowance (COLA) is paid for locations in Hawaii. COLA is exempt from Federal income taxes. The COLA is not reflected in the locality salary shown in this vacancy announcement.

Help

The individual selected for this position will:

  • Lead in the development, implementation and tracking of critical program planning elements for the sanctuary.
  • Ensure effectiveness of program administration through efficient implementation.
  • Track the sanctuary budget and management of financial operations including purchasing and reconciliation.
  • Engage and coordinate with local, regional, national and international organizations and partners to promote Office of National Marine Sanctuary (ONMS) and National Oceanic and Atmospheric (NOAA) priorities.
  • Ensure program success through effective, knowledgeable and culturally sensitive collaboration with the state and county government, community leaders and marine resource users and stakeholders.

Qualifications

PECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-04:

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZA-03 or GS-12 in the Federal service. Specialized experience MUST include all of the following:

  • Supervising and managing staff, and working with contract staff, to ensure timely and comprehensive execution of the operating plan and meeting goals, objectives and milestones.
  • Fostering and maintaining partnerships to support the site’s management plan, annual operating plan and programs.
  • Providing technical and policy advice to leadership and at various national and international venues, conducting consultations with various Federal agencies.

Additional information

ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100. ICTAP applicants MUST submit the following documents:

  1. How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of the laws, policies, regulations, and precedents applicable to the marine protected area management.
  • Knowledge of Annual Operating Plans and strategic planning.
  • Ability to handle several complex projects simultaneously and deliver timely, quality products.
  • Knowledge of Office of National Marine Sanctuary (ONMS) policy, science, resource management and education and outreach product needs.
  • Knowledge of scheduling the sequence of operations, development of programmatic area and coordinating work forces and resources.
  • Knowledge of human resource management, staffing and supervision.
  • Knowledge of international and domestic marine protected area of laws and regulations.
  • Ability to effectively communicate effectively orally and in writing.
  • Knowledge of relevant organizations and partners.
  • Ability to cultivate and maintain professional working relationships as a liaison with experts and key points of contacts outside of the immediate office.
